This position is located within the Quality Management Department at the Wilmington VA Medical Center, located in Wilmington, DE. The incumbent serves as the Controlled Substance Coordinator (CSC) as primary role and administrative support to the Quality Department as a secondary role.
Duties
The incumbent serves as the WVAMC expert on controlled substance inspections and
manages and leads the controlled substance inspectors. The duties and responsibilities of this
mandatory program coordinator is outlined in VHA Handbook 1108.2; Ensures the medical
center follows VA regulations and mandates regarding compliance with the Office of
Inspector General guidelines.
The incumbent is responsible for the development and enforcement of facility policy,
procedures, and educational training as it relates to controlled substance inspections,
discrepancies, and performance measures for the program.
The CSC is responsible to track controlled substances throughout the facility and support a system that would eliminate
inappropriate access to controlled substances without negatively affecting patient care.
The incumbent exercises leadership and autonomy to improve patient safety and
organizational performance through a continuous performance improvement approach.
They are responsible for assisting leadership with the development of facility policies, procedures,
and educational training as it relates to narcotic inspections, unresolved discrepancies, and
performance measures for the controlled substance program.
Work Schedule: Mon- Fri 8:00- 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of the controlled substance program and publications management; must have a complete understanding of the controlled substance policies / Directive and the VHA CSIP process. Effective oral and written communication skills in the English language, are necessary in order to present assessment findings, proposals, interpret policies, develop program, prepare and present reports, and provide instruction to staff (who may be non-clinical) for inspection completion to a variety of audiences. Oral communication skill is of primary importance in this position..

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. The ability to deal effectively with organizational change, role ambiguity and the stresses of juggling many priorities and rapidly responding to unanticipated critical situations is essential.
