The primary purpose of this position is to administer 9RW student management policies by functioning as the sole manager of RQ-4 admissions, withdrawals, commander reviews, student academic course scheduling, student flow management, student administrative policies and procedures and student records; perform office clerical duties and assist with student in-processing.
Duties
Administers student training management database, including data on student production, elimination, wash backs, medical delays, emergency leaves, and recommendations to resolve any training interruptions whether related to the aforementioned issues or to training asset availability or weather caused deviations.
Develops and maintains student accounting databases.
Assists in the management of RQ-4 students and performs clerical duties in the flight office.
Advises on and evaluates student management issues at conferences and meetings.
Provides substantive management support services in all areas related to student management.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes knowledge of regulations, policies, and precedents affecting ACC formal flying course training operations sufficient to advise on and/or resolve non-controversial, well precedented issues; make informed judgments on problems; perform management advisory services; and analyze issues within the program. Knowledge of the theory and principles of management and organization, including administrative practices and procedures pertaining to areas of responsibility, channels of communication, delegation of authority, and routing of correspondence. Knowledge of the administrative processes and documentation requirements to ensure syllabi compliance. Skill to adapt analytical techniques and evaluation criteria to the measurement and improvement of the formal course training program and in developing new and modified methods.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of student flow management student data and record management, and student administration IAW appropriate 9RW, 12AF and ACC Instructions. Knowledge of the principals, practices and techniques of instruction.
2. Ability to establish and maintain effective working relationships, particularly with flight, squadron, group and wing command levels and HHQ functional areas. Ability to communicate effectively both orally and in writing.
3. Skill in accomplishing special training studies and projects. Ability to transcribe and summarize conversations and notes from review boards.
4. Knowledge of office automation software functions, including e-mail, word processing, spreadsheets, data base management, EPEX, ARMs & MARS computer functions. Ability to plan, organize work and meet deadlines.
5. Ability to locate, assemble, and compose information for reports, inquiries and technical correspondence.
6. Skill in performing analysis of statistical information presented in variety of complex formats.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
