Duties

WHAT IS THE TAS - Taxpayer Advocate Service DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Advocate Service (TAS) Deputy Executive Director Case Advocacy (DEDCA) Area 3 The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Communicates TAS mission, vision, strategic plan, and values to team members and ensures the integration of all the team's goals, objectives, strategies, work plans, and work products and services. Elevates procedural/policy issues and provides technical recommendations through TAS Systemic Advocacy leadership channels to identify taxpayer issue trends and improve case processing methods. Articulates work assignments, projects, problem areas, significant issues, deadlines, and time frames for completion to the team. Leads the team in identifying, distributing, and balancing workload among employees in accordance with skill level in coordination with the manager and suggesting adjustments in the workload to ensure timely completion of the case work. Ensures that each team member has an integral role in achieving the final team product. Serves as a classroom instructor, On-The-Job Instructor and coach as well as Subject Matter Expert as needed in development of training material and training classes. Works with each employee to develop individual technical training plans and tailor existing training to meet the needs of the group or the individual. Applies creativity in exploring different training methods and coordinates all training in the group with other groups and offices as needed. Performs individual reviews and provides feedback to employees on accuracy, timeliness, advocacy and professionalism and coach employees on advocacy and resolving a case or cases accurately and efficiently. Such reviews may include but are not limited to, early intervention reviews, OAR reviews, 100 day case reviews, OJI reviews, inventory management reviews, and pre-closure reviews. Requirements

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE:GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes: Experience advising and assisting taxpayers or their representatives in meeting the taxpayer's Federal tax obligations and to interpret the contents and effects of various legal instruments such as leases, wills, assignments, deeds, trusts, etc., which might affect property, property rights, and income of customer cases to obtain information pertinent to resolution of tax issues; Experience in accounting, examination, return processing, collection and/or Taxpayer Advocate Service techniques and of general and geographic business practices sufficient to independently process the complete range of cases; Experience advocating for taxpayers with significant hardship as defined in IRC 7811; Experience resolving case issues, and negotiating with, influencing, or persuading other IRS Operating Divisions (ODs), e.g., through the issuance of an Operational Assistance Order (OAR), on a full range of individual and business tax returns; Experience with tax administration problems potentially having a negative impact on a significant number of taxpayers, including identifying potential systemic issues and taking appropriate action; Experience composing written communications throughout the process of resolving cases, e.g. initiating OARs and letters to taxpayers and their representatives for the purpose of resolving tax account issues and/or providing education regarding tax obligations, responsibilities, rights and options, including possible adverse consequences of decisions; Experience applying technical tax law based on the Internal Revenue Code and Regulations, making hardship determinations, conferring with subject matter experts or Counsel in developing a strategy for advocating and resolving a taxpayer's issue; Experience preparing and executing case action plans to advocate for case resolution for taxpayers, representatives or Congressional offices. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND GS-12 TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
