You will serve as a MANAGER in either - the Software Test and Production Branch (ORG D42) of the Cybersecurity and Software Engineering Division (ORG D40) or the Gun Weapons Hardware Branch (ORG D55) in the Network and Digital Systems Engineering Division ( ORG D50), both in the Digital Engineering Department (ORG D00) of NAVAL SURFACE WARFARE CENTER, Port Hueneme Division, Port Hueneme, California.
Duties
You will serve as the first level supervisor for branch personnel, providing technical and administrative management of engineers, technicians, and product support personnel,
You will provide oversight and direction of In-Service Engineering and Fleet Support functions,
You will support functions including distance and on-site support, modernization, systems engineering, software, cybersecurity and test and evaluation for weapon, combat, or missile systems,
You will work with requirements tasking including hardware and software engineering, cybersecurity, systems operation and maintenance, security and safety,
You will formulate approaches and proposals to all program tasks; negotiate technical and budget program plans; and review and evaluate all assigned program requirements and functions,
You will develop budget requirements, proposals, and Work Breakdown Structures, execute spend plans, and monitor branch financial statuses,
You will develop, execute and manage product delivery schedules, monitor technical performance, and analyze new developments for potential application to program requirements,
You will communicate formally and informally to mid and senior-level leaders on technical, programmatic, financial and administrative efforts to support products and services provided to the fleet and program office customers,
You will execute personnel administrative functions based on Command or higher level policies and instructions and ensure leadership is apprised of status or concerns,
You will provide oversight and mentorship of all branch employees to ensure technical and career development,
You will promote the execution of NSWC PHD’s mission, goals, and values, ensuring the planning and execution of tasks are in alignment with establish Command and Department Strategic Objectives,
You will pursue the organization’s long-range success by providing leadership to strategic studies, planning, and execution of the Strategic Objectives.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13) pay band in the Federal service or equivalent experience in the private or public sector as a professional Engineer planning and managing systems engineering projects (e.g., hardware and software engineering, cybersecurity, test and evaluation), to optimize strategic goal attainment in support of shipboard weapon/combat/missile systems.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
