Duties
The duties reflected are at full performance level (GS-08). For selections below full performance level, the duties will be developmental in nature.
Identifies and acts on computer system/program problems involving the DJMS-AC and DJMS-RC garnishment, bankruptcy, and tax levy (GBT) system.
Receives documents pertaining to garnishment of active duty and reserve member’s pay issued by the state courts for payment of child support, alimony, and/or commercial debts.
Reviews and determines cause of discrepancy and resolves complicated problems related to child support, alimony, and commercial debt garnishments based upon request from active/ reserve members, former spouses, base finance offices, and the OGC.
Analyzes, examines, and evaluates IRS tax levies, computes amount to be withheld each month from member’s pay by using statement of personal exemptions, military pay account, and internal revenue tax tables.
Receives and acts on notices received from declaring active and reserve members in bankruptcy or wage earner plan. Determines and initiates, when appropriate, actions to establish proof of claim, prevent fraud or implement court decisions.
Answers all types of technical and complex correspondence and inquiries concerning active/reserve military pay that is being garnished by state courts and federal tax levies, or disbursed for reasons concerning a bankruptcy.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. GS-07: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as reviewing work for technical adequacy and compliance with established policies and procedures; processing a wide variety of complex military payroll transactions; determining entitlements; examining and verifying all documents for propriety, completeness, and accuracy; running reports to monitor workload and providing technical support on standard procedures to coworkers.
GS-08: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience which equipped the applicant with expert-level knowledge of a large body of military pay rules, procedures, and operations sufficient to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay, and sufficient to provide leadership, training and support to others responsible for this work. Experience must include expert-level knowledge of related payroll systems sufficient to take necessary intervention and bypass of normal automated systems and procedures and resolve issues within the automated systems.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
