The primary purpose of this position is to serve as SAF/MG's technical expert on process re-engineering activities across the enterprise & the efficacy of the link between the process re-engineering activities, resultant Manpower Determinant, & manpower level programmed in Department of Defense/Air & Space Forces Planning, Programming, Budgeting and Execution process.
Duties
Provides technical review and expert guidance to Headquarters Air Force on Air Force-wide process re-engineering activities affecting the Air Force enterprise. Conducts technical evaluations on the efficacy of the link between process re-engineering activities, resultant Manpower Determinant and manpower level programmed in Department of Defense/Air Force PPBE processes.
Applies Air Force manpower requirements and manpower programming expertise to develop, interpret, and implement policies and procedures to ensure completed process re-engineering initiatives have been incorporated into Planning, Programming and Budget guidance to facilitate the identification and determination of alternative workforce mixes to accomplish core missions within fiscal constraints.
Carries out special projects and assignments such as: representing the concerns of the Air Force at Office of Secretary of Defense- and Joint Staff-led meetings and conferences; preparing staff studies and various documents to meet special needs; developing and presenting oral presentations; leading and/or serving on steering committees; preparing material for and/or teaching a process re-engineering related course; submitting an improvement suggestion; preparing a process re-engineering related guide, pamphlet, or article; or, completing a project aimed at improving organizational effectiveness.
Represents the Air Force Deputy Chief Management Officer (DCMO) in Air Force and Department of Defense forums. Establishes, develops, and maintains effective working relationships with other business transformation coordinating organizations.

- The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required
- The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of military command structures, missions and organizational relationships to include the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning and programming actions as related to actual events. As well, comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of planning, acquisitions, and management processes to enable technical evaluations of the efficacy of the link between process re-engineering activities, resultant Manpower Determinant and manpower level programmed in the PPBE process.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of process re-engineering and Manpower Determinant development techniques as applied in an Air Force environment as well as policies and procedures.
2. Expert knowledge of the link between manpower programming in Department of Defense/Air Force's PPBE process and the foundational manpower Determinant as well as policies and procedures.
3. Knowledge of existing Department of Defense and Air Force policies that affect or are related to Management Engineering, Manpower Management, Continuous Process Improvement, the demonstrated ability to keep abreast of new and emerging policies and initiatives, and knowledge of a wide range of government-wide and agency specific guidelines business practices, statues, regulations, policies, procedures and methods within the previously delineated areas of expertise.
4. Comprehensive knowledge in oral and written presentation of diverse material to advocate and defend initiatives, policies and recommendations to all levels of management, combined with the ability to actively support complex management concepts and apply resourcefulness in developing course of action, forum, and venues.
5. Knowledge of management and business practices applicable to program and technical requirements. Extensive knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness, as well as skill in the evaluation and application of methodologies to measure the effectiveness and efficiency of proposed and/or implemented program management policies.
6. Ability to establish performance goals and assess progress toward their achievement; and to adjust work operations and program objectives to meet emergencies, changing programs, or production requirements. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Additional Conditions of Employment:
Employee must be eligible to obtain and maintain a top-secret security clearance. Position is designated special sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.
This is a Testing Designated Position (TDP). The employee is subject to random drug testing. The incumbent is subject to pre-employment drug testing and participation in random drug testing as a condition of employment in accordance with AFM 44-198, Air Force Civilian Drug Demand Reduction Program.
