This position is located in the DoD OIG, Deputy Inspector General for Evaluations. It is part of the DOD OIG Recent Graduates Program. The DOD OIG Recent Graduates Program is a developmental program that provides the opportunity to gain knowledge, skills, and abilities needed to pursue a successful career with DOD OIG and to explore possibilities for growth and learning.

Duties

Performs reviews and critical assessments of programs in areas that include DoD programs, national security, homeland defense, joint operations, military operations, logistics resource management, medical systems, and information management areas. Develops plans, methodologies, and approaches for analyses or evaluations conducted independently or as part of a team. Defines scope, objectives, and resources required for projects and conducts studies and evaluations. Documents findings and prepares reports while ensuring adherence to report procedures, formats, and protocols, and providing supporting documentation, cross references, or other information. Research laws, regulations, policies, procedures, and other relevant documents and data in program reviews. Identifies potential data sources, determines relevance, and analyzes and applies results in studies. Prepares input to Congressional or inquires relating to assigned projects and studies of evaluation statues, results implementation, best practices, lessons learned, or other areas. Prepares verbal and written reports on status of projects. Designs and conducts complex surveys, reviews and similar initiatives to gather and evaluate information on program and management operations. Analyzes and prepares reports of results, documenting findings, and recommendations.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as security designation level Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • Enrolled or accepted for enrollment as a full-time or half-time student.
  • Must have a cumulative grade point average of at least 2.5 on a 4.0 scale.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • The incumbent must adhere to the DoD Standards of Conduct.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.

Qualifications

Requirements: Individuals who have obtained a qualifying Associate's, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree/certificate from a qualifying educational institution, within the previous 2 years OR Veterans (as defined in 5 U.S.C. 2108) who were unable to apply within 2 years of obtaining a qualifying degree or certificate from a qualifying educational institution due to their military service obligation. Students must have a cumulative grade point average (GPA) of at least 2.5 on a 4.0 scale (or equivalent) at time of application and must maintain at least a 2.5 GPA throughout the entire Pathways Student Trainee Internship appointment to remain in the program. Applicants MUST submit a transcript or proof of enrollment with the online application (see Required Documents for additional details). If selected, must sign a Pathways Participant Agreement; be able to furnish course registration information at the start of each school term; and be able to provide verification of academic status (official transcript) at the end of each academic term. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-05 or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience in performing basic research and basic audit or evaluation techniques and principles; research laws, regulations, policies, procedures, or comparable documents to extract information for assessments and special projects; analyze data and written material to gather and assemble relevant information for projects; present ideas, facts, conclusions, and recommendations clearly, concisely, and logically both orally and in writing to prepare and present findings; work with staff to participate in team projects. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-07 or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience in; Designs and conducts complex surveys, reviews and similar initiatives to gather and evaluate information on program and management operations; analyzes and prepares reports of results, documenting findings and recommendations. Research laws, regulations, policies, procedures, and other relevant documents and data in program reviews; identifies potential data sources, determines relevance, and analyzes and applies results in studies. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. PROGRAM COMPLETION AND CONVERSION ELIGIBILITY: This is an Excepted Service appointment. Program participants MAY be converted, without a break in service, to a competitive service appointment upon completion of program requirements. Individuals converted may be subject to participation in an additional year of training as part of an agency formal development program. To be eligible for conversion, Recent Graduates must: Complete one continuous year of work experience acquired through a Recent Graduate Program. Complete 40 hours of formal interactive training. Meet the qualification standards for the position to which the Recent Graduate will be converted. Meet any agency-specific requirements specified in the Participant's Agreement. Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor.

Education

Substitution of Education for Specialized Experience:
GS-07 One full year of graduate level education or Superior Academic Achievement may be substituted to meet the specialized experience requirement.

GS-09 Two full years of progressively higher-level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

Only experience and/or education obtained by the closing date of this announcement will be considered.

Pass/Fail Courses: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

Graduate Education: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
