Duties

Collect, interpret, and analyze data (i.e., vegetation, watershed, rangeland, invasive plants, conditions, and natural processes) to evaluate implemented management practices and prescriptions. Implements natural resource plans by developing land improvement projects using highly specialized methods and techniques. Assist in the conservation and protection of listed and proposed threatened and endangered plant species in coordination with other programs. Assist in preparing biological assessments and consultations for proposed projects and any other activity on public land, consistent with laws, Bureau regulations, and policies. Directs the collection, entering, updates, and maintenance of natural resource data according to program standards. Provides technical direction to other specialists, complete monitoring, submit technical reports, and perform complex analysis using specialized techniques. Leads or serves on an inter-disciplinary team of specialists to draft and review environmental analysis of potential impacts to natural resources by proposed land uses to ensure they are consistent with policy. Independently plans and carries out intensive investigations into complex natural resource concerns. Participates in the preparation and review of land use plans and environmental compliance documents.

Qualifications

Basic Education Requirement: This position has a degree requirement: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. At the GS-09 Level: Specialized Experience: Meet the Basic Education Requirement (BER) AND have one (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience includes participating in the planning and execution of ecological or biological plans; working with organizations, state or local government agencies, volunteers, or local communities to implement conservation and recreation programs; assist in the preparation of professionally acceptable planning and/or compliance documents; experience applying knowledge of biological practices, principles, and techniques sufficient to assist in the recommendations of planning and implementing natural resource activities. -OR- Education: Meet the basic requirement AND completed two (2) years of progressively higher-level graduate education leading to a master's degree or master's equivalent graduate degree in biological sciences or a directly related field -OR- Combination of Education and Specialized Experience: Meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above. At the GS-11 Level: Specialized Experience: Meet the Basic Education Requirement (BER) AND have one (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Specialized experience includes participating in the planning, execution, and long term monitoring of ecological or biological plans with a limited number of variables; working with organizations, state and local agencies, volunteers, and local communities to implement conservation and recreation programs; participating in natural resources monitoring program activities by making observations, gathering data, and reporting the findings in Environmental Assessments (EAs) and Environmental Impact Statements (EISs); evaluate land use proposals and permit requests/renewals where the proposal may impact vegetation, watershed or soils; and confirm program compliance with Federal natural resource management laws, regulations, policies and practices. -OR- Education: Meet the basic requirement AND completed three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree -OR- Combination of Education and Specialized Experience: Meet the basic requirement AND possess an equivalent combination of the type and level of experience and education described above. Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: Have a current, valid state driver's license or able to obtain one within 30 days. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work requires the incumbent to spend time performing both office and field work. The office work is primarily sedentary and may require walking, standing, and carrying light items, such as books, small instruments or samples, and other similar materials. While at the field office, the incumbent may occasionally lift materials such as fence posts, barbed wire, and seed bags, etc., requiring lifting of loads up to 50 pounds. Field duties involve long hours of driving, hiking, climbing, and other forms of outdoor physical activities in remote locations. Occasional project construction work may be physically demanding, such as building or removing fences, constructing wildlife guzzlers, developing springs, etc. The incumbent is expected to operate a four-wheel drive vehicle in remote areas, in complicated terrain. Other modes of transportation such as off highway vehicles may occasionally be used. Work Environment: The work environment varies from an office setting where the incumbent has regular contact with work associates, to a field setting where the incumbent is working alone for extended periods of time in remote situations. Field work will involve outdoor exposure, including some discomfort in extremes of temperature or inclement weather. The incumbent may be subjected to hostile wildlife and physical hazards.

Education

This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR) which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

This position has a positive education requirement. You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
