The primary purpose of this position is to serve as the Director of Operations for the Air Reserve Case Management Division (HQ AFPC/DPFA) in the program administration, tasker management, statistical analysis, and educational development and delivery of the Medical Continuation (MEDCON) Program.

Duties

Applies management and organizational principles and practices, along with comprehensive knowledge of laws, regulations and guidance, coordinates strategy, policy and processes to optimize the Medical Continuation (MEDCON) Program. Applies expert statistical analytical and evaluative skills in the development and application of administrative and operational policies, methods, and procedures to determine efficiency, effectiveness, productivity, and evaluation quality for the MEDCON program.   • Experience with Appeals, Board of Correction to Military Records, Congressional and Inquiry actions is desired
  • Previous experience working in the Air Reserve Component Case Management Division is desired
  • Capability and willingness to telework is required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Mangement Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of a wide range of principles, practices, and quantitative/qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically; planning, developing, implementing, coordinating, analyzing, interpreting interrelationships, and apply principles and practices within a personnel and medical environment to meet and maintain programmatic goals; planning and adjusting work operations to meet changing or evolving program requirements within available resources and with minimum sacrifice of quantity or quality of work and carry out assignments effectively and coordinate/integrate work activities and resources of several organizational segments or different projects. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to administer an Air Force wide Medical Continuation program, personnel and system administration concepts, principles, and standards to determine compliance with military and federal regulations and standards pertaining to the MEDCON program. MEDCON Appellate, board of correction of military records (BCMR), and Congressional response process and procedures. 2. Knowledge of managerial processes to plan, develop, implement, coordinate, analyze, interpret interrelationships, and apply principles and practices to meet and maintain programmatic goals relating to various internal and external administrative services and programs. 3. Knowledge of military Disability Evaluation System (DES) analysis principles, concepts, and methodologies to effectively employ analytical and evaluative methods and techniques to measure the efficiency and effectiveness of the MEDCON processes in support of military service members 4. Knowledge of evaluative techniques for the identification, consideration, and resolution of issues and/or problems of a procedural or factual nature as well as the methods and means of conducting related research and summarizing results to make appropriate recommendations for improvements in processes and services provided. 5. Ability to organize, facilitate, and plan the collections, analysis, interpretation, and summarization of a variety of MEDCON evaluation data to support performance, Program Management Reviews, and work processes. 6. Ability to effectively engage with a variety of internal and external customers, both verbally and in writing, while demonstrating a high level of sensitivity, diplomacy, and empathy while interacting with Service Members and their leadership; to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
