You will serve as a EMERGENCY MANAGEMENT SPECIALIST in the Emergency Management Subdivision of the Operations Program of Commander Navy Installations Command.

Duties

You will develop, coordinate, and maintain the Installation Emergency Management Plan. You will develop, revise, and integrate emergency management policies, procedures, and training material. You will maintain evacuation and shelter-in-place procedures. You will develop defense and contingency plans for the installation. You will analyze current emergency procedure and conduct Hazard Assessments to determine risk factors. You will conduct a resource inventory to ensure that emergency management response and recovery have then necessary equipment to successfully complete their mission. You will develop procedures and guidance for the Emergency Operations Center (EOC). You will test, monitor, and maintain all of the equipment to support EOC. You will develop and implement Mass Warning and Notification responses. You will train emergency management personnel and will draft after action reports.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Planning and monitoring the preparedness, mitigation, prevention, response, and recovery of an organization to ensure readiness of emergency response; 2) Developing drills and exercises to evaluate emergency response personnel; 3) Developing, revising, maintaining and distributing emergency response policies to ensure personnel are current with updated guidance; and 4) Testing, monitoring, and maintaining emergency response equipment inventory. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successfully completed a Ph.D. or equivalent doctoral degree.

OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

OR

I have successfully completed an LL.M. degree that is related to the position being filled.

OR

I have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
