The primary purpose of this position is: to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to Child Development facility, Airman and Family Services Flight, 60th Force Support Squadron.

Duties

Plans, organizes, and directs the activities of Child Development Center, ensuring that Early Childhood Standards complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the Child Development facility during the absences of the directors with a variety of installation and functional area organizations. Prepares and implements specialized programs for children with special needs, i.e., physical handicaps, learning disabilities, gifted children with disciplinary problems.

  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position has been identified as having "regular contact with children". In accordance with (IAW) Public Law 101-647 Section 231, Public Law 102-190, Section 1094, and DoD Instruction 1402.05, background checks are required.
  • DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed on any person selected for this position.
  • Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981.
  • Employee is subject to a physical and immunizations deemed necessary by regulation and local public health office.
  • Employee is subject to obtaining and maintaining training, to include adult/child CPR and First Aid.
  • Employee is subject to uncommon tour of duty.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at GS-05 grade level or higher or equivalent in other pay systems. Examples of specialized experience include knowledge of early childhood education, as well as practical knowledge of elementary education/youth development, or related field to promote and foster effective working relationships with children. Knowledge of safety and security regulations, practices, and procedures. Knowledge of concepts and theories of developing curricula, which covers physical, emotional, social, and cognitive development of children. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to develop creative and innovative activity plans and special programs as necessary to support special needs children educational programs/activities. OR EDUCATION: Applicant has successfully completed at least one full year of graduate level education in a field directly related to do the work of this position, or a Bachelor's degree with Superior Academic Achievement. In order to be creditable under superior academic achievement provision, education must have been gained in a curriculum that is qualifying for the position to be filled and proof of Superior Academic Achievement is required at the time of application. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has a combination of experience as described above and graduate level education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of early childhood education, as well as practical knowledge of elementary education/youth development, or related field to promote and foster effective working relationships with children. 2. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
