This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6) at the Salem VA Medical Center (VAMC) in Salem, Virginia, within the Access and Scheduling Management Service. This position functions as the Training Specialist, for the Chief of ASMS. This position is primarily responsible for the development and implementation of ongoing training programs for personnel within the service.

Duties

Duties include but are not limited to: Develops, administers, evaluates, and reviews training programs for ASMS personnel as well as for associated CBOCs. Develops original course content and modifies it when improvements are realized or changes are required. Determines the need for additional subject matter information during the development of course/training content and related materials. Develops and modifies courses, sets training priorities, and researches and recommends new or alternative training sources for the ASMS workforce. Course materials include lesson plans, tests, presentations, visual aids, standard operating procedures (SOP), training manuals, and practical exercises. Develops, reviews, analyzes, implements, adapts, conducts and evaluates training materials, training courses, and overall training programs related to subject matter areas/topics such as: eligibility/enrollment criteria and procedures, access to care, Beneficiary Travel, scheduling, ward administration, admissions, special programs, Care in the Community (CITC), insurance collection, and Decedent Affairs as well as training on new directives and processes that interrelate within the ASMS sections. Develops the ASMS's training plan on an annual basis, as well as a monthly training calendar documenting the days, times and locations of training programs for the service. Develops, updates and presents training policies, guidelines, instructional materials, methods, etc. for ASMS training programs and provides instructions regarding on-line training methods. Develops training programs which ensure that quality provisions are planned, developed, and. implemented sufficient to identify, prevent, and correct unsatisfactory conditions and elements which influence regulatory correctness and the responsiveness of ASMS. Training materials, courses, and programs are presented/delivered utilizing current technologies, software, and equipment. These include web conferencing, e-learning (Talent Management Software, TMS) and other computer based learning. Performs scheduling audits for ASMS and facility staff and CBOCs that have scheduling keys/menus. Scheduling audits must consist of a standardized biannual audit of timeliness and appropriateness of scheduling actions and accuracy of Clinically. Indicated Date/Preferred Date (CID/PD) for all active schedulers regardless of position or title according to VHA Directive 1230, dated July 15, 2016. The biannual scheduling audit is a minimal requirement. Scheduling supervisors, based on identified deficiencies in competency or performance, determine the number and scope of subsequent audits. Biannual audits must include a review of at least ten scheduled appointments per scheduler. Facilitates the development and maintenance of Standard Operating Procedures (SOPs) for all positions and processes within ASMS. Serves on facility and VISN-wide committees and represents ASMS operations, providing information as assistance as needed. Works with the ASMS's leadership in developing data capture and electronic reporting procedures in order to track the progress of quality program management initiatives. Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (Veterans, their representatives, visitors, and all 5 VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of and ability to develop training programs and materials that are consistent with current service, Medical Center, VISN, and national guidelines, rules, regulations, handbooks/directives. Knowledge of and ability to design, develop, and deliver training materials utilizing various instructional methods to include in­ person instruction, computer based instruction (web conferencing, TMS), etc. Knowledge of and ability to create, administer, and evaluate testing materials for courses. This includes the ability to assess the effectiveness of current training programs. Knowledge of and skill in applying analytical and evaluate methods and techniques to issues or studies concerning the efficiency and effectiveness of the HAS staff in various job functions. Knowledge of the major issues, program goals, objectives, work processes, and administrative operations of the organization which include a wide range of concept, principles, and practices, sufficient to train staff in a variety of subjects matter areas/topics. Practical knowledge of the various day to day operations of HAS and Medical Center sufficient to identify how mandatory changes impact personnel in order to develop required training courses/materials. Knowledge of and skill initiating effective interpersonal relationships and negotiating solutions with supervisory staff, professional and non-professional staff, persons from other services, personnel in other VA facilities, and with outside suppliers/vendors. OR, Education: Applicants may substitute education for the required experience. Physical Requirements: The work requires physical effort. There will be walking, standing, bending, carrying of items such as task trainers, manikins, boxes of training equipment, etc. Typically, the employee will configure sim labs to meet the requirement of the simulation activity that will take place.
