This position is the Health Care Consultant/Professional Project Officer located in the Office of Public Health (OPH) of the California Area Indian Health Service (CAIHS). A licensed Advanced Practice Nurse (Nurse Practitioner) or Physician Assistant can fill this position. The incumbent reports to the California Area IHS Associate Director of OPH.
Duties
Provide healthcare and public health consultation to forty-two tribal and eight urban health programs. This includes planning, implementation, providing direction, coordination, administration, quality of care assessment, and contract compliance within the health care field.
Serve as the Area Health Promotion & Disease Prevention Coordinator, using clinical expertise and knowledge to provide consultation, guidance, education and technical assistance to tribal health programs, Tribes, and outside organizations and agencies on health promotion and disease prevention.
Serve as a CAIHS Urban and/or Tribal Project Officer for multiple contractors. They will advise local programs in administration and management of health services delivery, health board responsibilities, procurement, property management, records maintenance, data systems, reporting responsibilities, and contract administration.

BASIC REQUIREMENT(S):
For Physician Assistant series, all applicants must meet the following basic requirements for all grade levels:
Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education at the time the degree was obtained.
Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education (CME) and re-certification.
For Professional Nursing series-
A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position. Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.
Licensure for all series, possess either one of below:
Possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Have passed the National Council Licensure Examination AND I possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
GS-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: independent practice as a nurse practitioner or physician assistant, performing duties like analyzing and interpreting patients' histories, symptoms, physical findings or diagnostic information to develop appropriate diagnoses, prescribing medications, managing acute and chronic care conditions, and developing treatment plans.
