The Accounting Technician position functions are specific to obligations, disbursements, analysis of reports, funding sources and reconciliation of fiscal transactions. The primary purpose of this position is to perform routine and moderately complex accounting tasks associated with Accounts Payables, Accounts Receivable, Budget, Accounting, and Contract De-Obligations. This position is located in Whiteriver, Arizona.
Duties
Ensures funds are obligated by querying data using appropriate modules in the accounting system, using financial reports, and/or consulting with the appropriate budget analyst before proceeding with payment posting.
Researches source documents to resolve the dispute when vendors/payees dispute payments received, or cannot identify payments to individual invoices/accounts occasionally.
Maintains and understands the Administrative Controls of Funds procedure and Federal Appropriations Law for Accountability of disbursements.
Consults with the department supervisor in the implementation, improvements and/or modifications of accounting procedures, methods, and internal controls related to accounts payable and reconciliation activities.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
NOTE: Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable. See example for Education and Experience for a GS-5 level. GS-5: One year of specialized/equivalent to at least GS-4; 4 years above high school.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-07 Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-06 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks, examples include: Receiving, reviewing, and paying commercial vendor invoices in compliance with the Prompt Payment Act requirements; using various accounting treatments and inter-related work systems to ensure validity and accuracy of obligations; reviewing, analyzing, classifying and reconciling transactions to address outstanding payment and obligation issues; reviewing and processing travel vouchers/invoices; and resolving discrepancies.
OR Completed 1 year (18 semester hours) of graduate education that is directly related to the work of the position.
OR
A combination of specialized experience and graduate education that meets 100% of the qualification requirements for this position.
GS-08: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Researching documents to resolve discrepancies, determine appropriateness of claims, traces and corrects noted error, audit processing requisitions, purchase orders, and other miscellaneous documents to ensure transactions are approved and obligated. Examines all disbursements to ensure the transactions are approved and obligated. Audits documents to verify proper authorized in accordance to the purchase order. Participates in preparation of operating budget for all budget activity programs. Verifies and reconciles obligations and expenditures and researches paid files and unliquidated balances to ascertain the status of outstanding obligations.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
