The Northern Arizona VA Health Care System is looking for a Nurse IV to join the Community and Managed Care Service Line Team! The Nurse IV (Service Line Manager) is an expert RN who executes responsibilities that demonstrate leadership, experience, and creative approaches to the management of programs and complex patient care.

Duties

The duties of the position include: Accountable to the Associate Director of Patient Care Services/Nurse Executive (ADPCS/NE) with a matrix responsibility to the Chief of Staff (COS). Functions of this position include planning, organizing, directing, and evaluating programs and outcomes; providing regular attention to complex personnel management problems; participating in executive level decision making deliberations; directing the integration of nursing and patient care activities in the mutual development and achievement of organizational goals and policy development, and providing guidance and direct oversight for the development, implementation and maintenance of established standards of nursing practice. Accountable for the administrative, programmatic, clinical practice, operational oversight, coordination and leadership for care in the community. This includes direct and indirect supervision of staff involved in the provision of services related to community care coordination, referral care management, and the associated administrative support functions. Oversight includes compliance with performance requirements, regulatory and accrediting body and Veterans Health Administration standards, staff development and competency, and the overall quality, safety and value of the services delivered. Develops strategies and evaluates effectiveness of the program to achieve optimum patient outcomes in the most efficient and cost-effective manner. This leadership position is characterized by substantial and continuous accountability and responsibility to process and authorize care, process requests for appeals, and acts as the clinical interface with VA and community providers. The Nurse IV is responsible to ensure timely access to care and serves individuals, groups, and programs that cross services and disciplines that influence the organizational mission and impact health care and outcomes of care. Collaborates with others across the Northern Arizona VA HCS to ensure safe quality patient care that entails the management and forecasting of resource needs, responding to changes in the needs of the patient population and health care climate and influencing organizational mission and strategic direction that spans across the continuum of care in guiding community care services. The Nurse IV has responsibility and accountability for the success and outcomes of the program that includes referrals to other VA facilities, the purchase of inpatient and outpatient care services in the community; patient referrals and movement with other health care facilities. Responsible for contributing to and participating in the entire health care system including administration and establishment of policies, procedures, and practices in accordance with the mission, vision, and values of the VHA, VISN 22, and NAVAHCS. In the absence of the SLD or ADPCS/NE, the incumbent may be the designee. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The incumbent must be able to navigate all NAVAHCS sites of care, use a computer and keyboard, and perform all other activities of the position without restriction.
