The St. Louis VA Medical Center is recruiting for an Administrative Officer, for Primary Care located at the John Cochran VA Medical Center and associated Community Based Outpatient Clinics. The Administrative Officer has responsibility of a wide range of administrative functions relating to the services at five Community Based Outpatient Clinics and two Annex's. The service line consists of Primary Care, Geriatrics, Women's Health, Compensation and Pension, and Whole Health services.

Resource Management Maintains, coordinates, and integrates a system of staff services to provide effective managerial control over service resource utilization. Monitors service line resources to include budget forecasting, planning and allocation of resources, accounting, financial reporting. Assists the Service Chief in the identification of service budget needs and consults with management resources. Compares actual expenses to the budget plan and projections to indicate the need for adjustments. Establishes priorities for personnel, services, supplies, and equipment - allocating funds to the proper cost centers. Mitigates disputes over resources which arise between the service and other services or VISN. Develops specific service policies for use by subordinate staff to prepare budget estimates for their fund control points. Provides oversight for all contractual actions and phases of contract work. Serves on technical evaluation panels for the purpose of evaluating proposals during solicitation process. Serves as Contracting Officer's Representative (COR) or provides oversight to designated CORs for service acquisitions and contracts. Analysis & Planning Develops strategies for monitoring and limiting the financial risk under a VERA Capitation Model Collaborates with leadership to design the administrative structure to support the implementation of new program initiatives. Develops supporting data and supports the preparation of all new business case proposals for the service. Analyzes complex information or problems and derives logical conclusions to provide a sound basis for establishing priorities. Conducts management studies in organizational entities with critical problems. Conducts and integrates cyclical management studies and conducts studies with Internal Reviews and Management Briefings. Provides regional executive leadership with for making decisions on the programmatic aspects of organizational operations. Performs a variety of senior level analytical, planning, evaluative and advisory work which serves as a precedent for others. Ensures that Ongoing Professional Practice Evaluation and Focused Professional Practice Evaluations are completed. Practitioner, and Physician Assistant credentialing paperwork is submitted to the Professional Standards Board. Acts an Operations Access Lead - performing oversight for the processes and staff within the inpatient and outpatient clinic . Participates in External Peer Review Program (EPRP) to identify areas of improvement and implement processes. Staff Supervision Plans work to be accomplished by subordinates. Sets priorities and prepares schedules for completion of work. Assigns work to subordinates based on priorities consideration of the difficulty, and the requirements of the assignments. Promote a climate in which staff can identify problems and develop innovative solutions for improving processes and patient care. Implements/adheres to organizational equal employment opportunity action plans. Represent management at labor management meetings as directed. Resolve conflicts or problems that may arise with employees and assure management officials are familiar with the negotiated agreement between parties. Communication & Marketing Creates communication system and promotes an understanding between employees and Veterans. Uses strong interpersonal and communication skills to clearly and effectively interact with diverse groups and individuals. Will negotiate services and/or agreements and MOUs with other departments or external agencies. Acts as a liaison or point person for communications with persons and/or groups internal to the VAMC. Assists in development and implementation of a communication plan regarding reporting procedures for CPM Access in coordination with the ACOS. Work Schedule: Monday through Friday 8: am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
