About the Position: Serves as Blue Grass Army Depot (BGAD) Property Book Officer (PBO) managing property accountability using the Defense Property Accountability System (DPAS) for a multitude of Primary Hand Receipt Holders (HRH), numerous sub-HRH and end users responsible for multi-million dollars' worth of property.
Duties
Delegated authority for the oversight and development of processes and procedures pertaining to, but not limited to the supply, storage, accountability, distribution, and disposal of equipment and controlled items.
Oversees the management of individual property records to include all leased, loaned and borrowed equipment.
Develops policies and procedures (e.g. Standard Operating Procedures, desk guides, etc.) on behalf of the serviced organization and or command regarding the proper inventorying and accountability procedures of all property and equipment.
Evaluates DPAS accuracy by performing monthly inventory sampling to verify accuracy of the property book, reporting the results to the supervisor, Commander, and serviced tenant leadership.
Approves all requisitions for source of supply, assisting in the processing of requisition in accordance with applicable regulations and Command guidance to ensure fiduciary oversight and control of property book.
Evaluates the acquisition, assignment, distribution and disposal of property and equipment submitted by organizations to determine feasibility.
Serves as point of contact and advisor for auditors, inspectors, and investigators, both internally, externally and at the headquarter level.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-09: One year of specialized experience which includes: Assisting with the management of individual property records; Completing proper documentation for the transfer or turn in of equipment; Assisting with the development of policies and procedures related to inventory or accountability of material; Assisting with conducting reviews of a property book, files and registers; and Providing information to auditors during investigations or inventories. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience: One year of specialized experience which includes: Directing the management of individual property records; Compiling and completing proper documentation for the transfer or turn in of equipment; Developing policies and procedures related to inventory or accountability of material; Conducting reviews of a property book, files and registers; and Researching and providing information to auditors during investigations or inventories. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chain Management.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
