**SELECTEE MUST BE ABLE TO PHYSICALLY WORK ONSITE.** Batches of at least 10 but no more than 25 resumes will be referred over to the hiring manager in the order that they were received. This position provides Network-wide HR support work in the VISN Shared service Onboarding Unit where you will be responsible for onboarding activities for new hires, rehires, interagency transfers and VA transfers across Title 5, Title 38 and Hybrid Title 38 occupations.

Duties

Duties include but are not limited to: Assist HR Specialist with the onboarding of new employees to include arranging for physical examinations, completion of all required forms, and coordinates with other related functional areas/offices involved in the onboarding process. Review completed documents for missing or conflicting applicant information as required. Responsible for processing and administering the oath of office and ensuring new employee paperwork are complete and signed. Independently organizes and conducts new employee in processing for new appointees as appropriate. Coordinates with payroll personnel in correction of payroll documents. Validates all required documents and ensures they are uploaded into appropriate systems. Manages the end-to-end onboarding process and other related duties as assigned. Work Schedule: Monday through Friday, 8:00am to 4:30pm Position Description Title/PD#: Human Resources Assistant - R&P Onboarding/PD99947S and PD99947A Physical Requirements: Work is generally sedentary and requires sitting, walking, standing, bending, and/or carrying light items. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: General administrative support Answer phone calls Respond to email inquiries and scheduling appointments Gather information from files, databases and documents Utilize various Microsoft Office based software such as Outlook, Word, Excel, and PowerPoint Enter information into systems and databases Extract, revise or sort information from files, records or databases OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education after high school. OR, Combination of Experience and Education Applicants may also combine education and experience to qualify at the GS-05 level.To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Accomplish routine support tasks within an office Provide routine information Maintain files and/or employee records, training record or other items Work with automated systems to enter data, complete forms, and correct errors within a records Process administrative based actions utilizing various automated systems Experience working in an office setting performing higher level administrative duties Coordinating and ensuring completion of pre-employment requirements GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Basic knowledge of Human Resources rules, procedures, and operations to accomplish support within the organization Answer basic inquiries concerning onboarding process Provide support to Human Resources Specialists (e.g., maintaining case files and ensuring documentation is in compliance with established guidelines and procedures) Answer a variety of inquires from employees and applicants Utilize office automation to prepare Human Resources documents and extract, revise and sort information Use of automated Information Systems to create and update employee records There is no educational substitution for the GS-06 and GS-07 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
