Duties
Initiates Product Quality Deficiencies Reports (PQDRs) based on the findings of the test facility.
Develops test plans and coordinates and arranges testing sources and evaluation services in support of specification development, reverse engineering, product verification, competition development and fraud investigation.
Arranges for test facilities and laboratories using the most efficient, effective and economical contractual methods. Also, arranges and provides funding to Service and commercial labs as required.
Maintains and provides input into local and management databases including the Total Quality Cost Model (TQCM) and the Combined Sampling Assistance Model (CSAM). Identifies unusable materials for removal from ready for issue stock.
Evaluates and reports test results received from the DLA, Military Service, or Commercial labs after testing is completed. Communicates with Military Labs and Engineers on testing changes, updates and processes.
Directs the laboratory product testing activities and processes for assigned products.
Provides financial administration, including operations plans, schedules and budgets, for assigned product testing activities.
Develops procedures, plans and implementing guidance for technical and quality assurance.
Provides technical review of test directives, methods of testing, data packages, technical reports, and recommendations.
Participates in meetings, conferences, and committees pertaining to the assigned area of product testing expertise
Works in tandem with the Defense Logistics Agency Distribution Centers to ensure material is examined and placed in proper condition code to facilitate a positive material availability and inventory status.
Manages material in Wide Area Work Flow (WAWF) to assist Post Awards with Quality Notifications for new procurements.

Qualifications
To qualify for a Quality Assurance Specialist your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Reviewing and evaluating test results to determine the need to initiate PQDR investigations.
Developing test plans and coordinating testing sources in support of specification development, reverse engineering, product verification, competition development and fraud investigation.
Coordinating with the Aviation Supply Chain (ASC) Integrated Supplier Teams (ISTs), vendors, and government and private testing laboratories for the execution of product testing functions
Providing guidance to the Integrated Supplier Teams on the use of First Article/Production Lot/Product Verification clauses within DLA Aviation contracts.
Coordinating referee testing in support of PQDR investigations. Coordinating the testing of suspect material with an independent lab in order to obtain a neutral (third party) party perspective.

Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
