The incumbent serves as an Advanced Medical Support Assistant for the Geriatric Program located in the Department of Veterans Affairs, Veterans Health Administration, VISN 2, Albany VA Medical Center. The incumbent performs a broad range of administrative tasks associated with supporting the nursing work performed within the Home Based Primary Care and Medical Foster Homes Program. Careful attention to details and confidentiality are essential elements of this position.
Duties
Duties and responsibilities included but not limited to:
Administrative- The AMSA works collaboratively in an interdisciplinary coordinated care delivery model and participates in team huddles and team meetings to manage, plan, problem solve, and follow up with all aspects of patient care. The incumbent performs a variety of duties, including, but not limited to coordination of medical records and clinical information from community agencies, review of active/pending consult data, HBPC census of admissions and discharge communications for accuracy and disposition daily. The AMSA coordinates administrative services for Veterans, family members, caregivers, and general public, as well as administrative and clinical staff, to ensure continuity of patient care. AMSA uses specialized administrative skills/judgment when completing transactions through the use of VistA software system to appropriately admit and, discharge patients including selecting appropriate menu options and codes utilizing MSA Handbook. AMSA uses specialized administrative systems including VistA software system, CPRS, My HealtheVet, and various data spreadsheets to capture acuity, admission dates, physical address, and relevant contact information. Other data sources include SharePoint, Excel , and HBPC Report Manager. The AMSA's work impacts processes, action plans, monitoring, and reporting. Failure to perform these duties properly could result in the Veteran not receiving the treatment/service to which he/she is entitled, or priority access to care to which he/she is entitled. The lack of coordination provided by AMSA could negatively impact upon clinical and/or administrative functions. The work requires a high degree of judgment in responding to both employee and patient concerns, and providing solutions to process problems as they affect day-to-day operations.
Timekeeper- The AMSA will serve as timekeeper for the administrative T&L's assigned within Nursing Service ensuring that all nurses time and attendance is entered and charged correctly, ensuring compliance with established processes, policies, and regulations.
Administrative Management- The AMSA assists with the nursing recruitment process by scheduling interviews and arranging meetings. The AMSA sets up meetings, completing the agendas, transcribing the minutes, posting, and distributing to appropriate personnel. The incumbent orders administrative office supplies and submits electronic work orders for repairs and/or services and prepares key request forms, maintains the census for the ADHC and HBPC Programs.
Customer Service-Incumbent displays professional conduct when speaking to employees, Veterans or family members of Veterans. The Employee serves as the point of contact and interacts with a variety of stakeholders, to include; clinical providers, family members, Human Resources, Fiscal service, etc. Performs other duties as assigned.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
Experience and Education. (1) Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR
Education. One year above high school; OR, (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: To qualify at a GS 6:
Experience. One year of experience equivalent to the next lower GS-05 grade level. Qualifying experience includes experiences gained in working in an administrative health care setting, to include, but may not be limited to: scheduling, canceling, rescheduling patient's appointments and/or consults; entering no-show information; monitoring the electronic wait list; preparing for clinic visits; monitoring both inpatient and outpatient appointments for areas of responsibility; ensuring encounter forms are completed in order to obtain appropriate workload credit; verifying and updating demographics and insurance information; processing all emergency and non- emergency transfers to other VA facilities or private hospitals; performing basic eligibility, co-pays and preauthorization requirements for specific coverage (i.e., TRICARE, sharing agreements, etc.).

Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physicians' assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met.
Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations.
Ability to communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns.
Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care.
Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient supports care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc.
Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.

The full performance level of this vacancy is GS-06. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-06.
Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items.
