THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Unit Program Coordinator, Position Description Number D2406000 and is part of the Headquarters Command of the Vermont Air National Guard.

Duties

The primary purpose of this position is: To serve as the primary point of contact to the squadron commander/director for administrative support programs to include but not limited to task management, cybersecurity liaison (CL), Government Travel Card (GTC) program, Defense Travel System (DTS) administrator, drug demand reduction program, health care program, fitness program, Government Purchase Card (GPC) program, safety program, Automated Data Processing Equipment (ADPE) accounts, security program, supply program, civilian timecard program and unit recognition program. Also serves as liaison with personnel flights on personnel issues and assists in oversight of organization manpower resource requirements. 1. Directly assists the commander/director in the management of all administrative support program functions. Administers programs and serves as the primary source of information. The incumbent is responsible for the preparation, maintenance, and deposition of required administrative reports and other correspondence. Assists commander/director in accomplishing all necessary internal operations to include administrative training, security, development of organizational operating instructions and regulations, and personnel assistance. Acts as the point of contact for all newly assigned personnel; orients them regarding the basic functions of the organization, introduces them to key personnel and schedules their initial training/orientation requirements. Proposes alternate approaches to management to more efficiently operate programs. Assists in planning for and coordinating the implementation and compliance with higher echelon policy and procedural requirements in the area of administration. Disseminates information concerning new or changed procedures/regulations. Based on administrative support program requirements, determines administrative needs, and assures these needs are met. Instructs others on changes in administrative policies and procedures. Identifies and implements processes which can be improved or made more efficient through application of automated technology or other methods. Trains, orients, directs, and oversees the duties and work products of squadron POCs. Suspense and/or prioritizes work. Assigns suspense to all staff personnel to support the commander/director. Collects, organizes, and compiles data in order to recommend actions to the commander/director. Conducts reviews and briefings on all facets of management functions with recommended courses of action for resolving problems. Conducts studies, inquiries, and surveys to determine compliance with program requirements.   • Must be a current member of the Vermont Air National Guard.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Percentage of time (15%) for duties 3 and 4 must not be changed. Both duties 3 and 4 must be performed in order to meet the intent and usage of this PD.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Vermont Air National Guard must be eligible for immediate membership. OPEN AREAS OF CONSIDERATION: AREA 1, 2 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Air National Guard. Military Grade: Enlisted: Rank will be individually addressed upon selection up to TSgt/E6 SPECIALIZED EXPERIENCE GS-07: Must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes serving as the point of contact for administrative support programs; serving as liaison to human resource/personnel offices on personnel issues and assisting in oversight of organization manpower resource requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please be advised: 1.
