This position is part of the Department of Energy, Office of Environmental Management - Savannah River Operations Office. As a Lead Cost Estimator, you will serves as the Team Lead and senior cost and schedule estimator, responsible for providing leadership, guidance and direction to Cost Estimators at DOE-SR, in the preparation of life-cycle cost and schedule estimates and analyses.
Duties
As a Lead Cost Estimator, you will:
Prepare and ensure conceptual, preliminary, and final plans and specifications, parametric through detailed program and project cost estimates by defining the estimates purpose and schedule in accordance with established government and client contractual requirements, objectives, and procedures.
Analyze probability and impact of risks/uncertainties identified or associated with programs and projects, evaluate impact and consequences of potential risks/uncertainties linked to the
activities and costs that they affect.
Lead a team of professional cost estimators or independently prepare life-cycle cost estimates and analyses to support the required remedial investigation/feasibility study (RI/FS) process and the remedial design/remedial action (RD/RA) process under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
Lead a project team of cost and schedule estimators (government or contractor personnel) for assigned Environmental Management Field Offices or Sites to develop or update programmatic life-cycle baselines that capture the work, cost, schedule, and technical or programmatic risk required to plan and execute a safe, secure, and compliant cleanup program
Maintain cognizance of new developments and trends in cost estimating by reviewing current literature, attending professional meetings, and evaluating other DOE, government and industrial cost estimating practices.
Communicate and Integrate the organization's strategic plan, mission, vision and values into the team's strategies, goals, objectives, work plans and work products and services.
Requirements

- This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
- This position has been designated as High Risk and requires a security clearance at the "L" level. The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.

- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
1. Independently prepare and analyze life-cycle cost and schedule estimates and analyses; AND
2. Write and analyze technical reports interpreting and justifying methods; AND
3. Evaluate the validity of cost estimates prepared by others for complex construction or remediation projects.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
