You will serve as a FINANCIAL MANAGEMENT ANALYST in the OFFICE OF BUDGET (FMB) within the OFFICE OF THE ASSISTANT SECRETARY OF THE NAVY (FINANCIAL MANAGEMENT & COMPTROLLER).

Duties
You will evaluate Budget Submitting Offices budget exhibits and recommending/revising estimates for assigned programs.
You will prepare issue papers to incorporate budget adjustments against assigned programs.
You will prepare and justify budget exhibits to the Office of the Secretary of Defense (OSD), the Office of Management and Budget (OMB), Congress.
You will develop/review reclamas for adjustments made by Office of the Secretary of Defense (OSD), the Office of Management and Budget (OMB), and Congress.
You will prepare responses to Request for Information (RFIs)/ Questions for Record (QFRs).
You will manage, allocate and monitor financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to meet organizational goals and objectives.
You will identify and analyze problems; weigh relevance and accuracy of information; seek/generate and evaluate alternative perspectives/solutions; make timely/effective recommendations, based on potential implications of findings or conclusions.
You will apply fiscal law, policies, regulations, principles, standards, and procedures to financial management activities.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-14Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 or pay band in the federal service or equivalent experience in the private or public sector such as:
Providing recommendations to senior leadership on program requirements, analysis and guidance expanding across financial projects;
Designing and implementing improvement plans for program effectiveness and/or organizational productivity;
Researching and analyzing the concepts, principles, practices, laws and regulations of financial management systems and their relation to integrated business systems;
Demonstrating knowledge of audit procedures and compliance and financial management core financial systems and general ledgers; AND
Analyzing complex financial operations environments to make recommendations for improvement and to assist customers.
GS-13Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12or pay band in the federal service or equivalent experience in the private or public sector such as:
Providing recommendations on program requirements, analysis and guidance for financial projects;
Designing and implementing improvement plans for program effectiveness and/or organizational productivity;
Researching and analyzing concepts, principles, practices, laws and regulations for financial management systems;
Demonstrating knowledge of audit procedures and compliance and financial management systems and general ledgers; AND
Analyzing financial operations to make recommendations for improvement and to assist customers.
