The Supervisory Marriage and Family Therapist (LMFT) serves as a supervisor and subject matter expert for Mental Health (MH) and Substance Abuse Disorders (SUDs) services at Montana VA Health Care Services (MTVAHCS). In this capacity, the Marriage and Family Therapist supervises MH, SUDs, and other specialty Mental Health Service Line staff at Fort Harrison, as well as providing direct supervision and/or MH and SUDs providers across the state.

Duties

This Marriage and Family Therapist has broad program management responsibilities which include the operation and management of key clinical, training, and/or administrative programs related to MH and SUDs and specialty Mental Health care. The size of the medical center, program management, and scope of responsibility are grade determining. Responsibilities include development and implementation of programs, policies, and procedures; oversight of administrative and programmatic resources; and monitoring of outcomes using a data driven quality assurance process. Decisions made affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. Such programs deliver specialized, complex, highly professional services that are important program components of the medical center and significantly impact the health care provided to veterans. In addition, the Marriage and Family Therapist has supervisory responsibility for subordinates. In this, the Marriage and Family Therapist also has line and staff authority for resource allocations within the area of responsibility and ensures the efficient operation of the organizational unit. Responsibilities include supervision of staff, professional management, and administrative responsibilities that are complex in scope and that constitute a significant component of the medical center. Decisions are made exercising wide latitude and independent judgment. Further, the Marriage and Family Therapist assuming these responsibilities is expected to be a content expert in MH and SUDs, visible at facility, VISN (19), and national levels. As such, the Marriage and Family Therapist may serve on committees and workgroups impacting policies and practice patterns at all three levels of influence. In addition, the Marriage and Family Therapist may represent the Montana VA Health Care System as a spokesperson concerning the status of care of veterans through communications with the media, political figures, and prominent officials within the Montana VA Health Care System, VISN 19, Montana, and VA Central Office. The Marriage and Family Therapist exercises a degree of autonomy in conducting clinical evaluations, treatment, and consultation appropriate to their grade level. In addition, the Marriage and Family Therapist regularly consults with their own first line supervisor, as well as peers, as required and as needed. The Marriage and Family Therapist reports to the ACOS, Mental Health Service Line. The ACOS provides administrative oversight for all persons functioning within the respective Service Line. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. Grade Determinations: Supervisory Licensed Professional Mental Health Counselor, GS-12Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills, judgment, and competency. Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-11 grade level, the candidate must demonstrate all of the KSAs below:1.Ability to administratively supervise other providers and conduct meetings.2.Ability to maintain a professional environment by following organizational policies, guidelines and safety standards.3.Ability to establish and clearly communicate guidelines and performance expectations for staff. References: VA Handbook 5005, Part II, Appendix G43 The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is a GS-11. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospital, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
