Duties
Serving as a Public Relations Officer GS-1801-15 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Office of Public Affairs (OPA), Director's Office (DO), located in Glynco, Georgia.
The primary purpose of this position is to plan, design, execute, and supervise the operations of FLETC's various messaging programs to inform and educate the general and specialized publics about the agency's law enforcement training programs, activities, and services. Typical assignments include:
Approving leave, travel requests, changes in work schedules, and changes in position descriptions.

Overseeing special events, ceremonies, tours, and other activities intended to develop interest in the agency's programs and specifically to raise awareness of the service FLETC provides to the federal, state, local, tribal, and international law enforcement communities.
Advising agency senior-level management of attitudes of FLETC's law enforcement participating organizations at all training delivery points as well as reactions, achievements and criticisms; evaluating messaging programs and recommending modification when appropriate.
Responding to information requests from the news media and specialized and general publics on the organization's program in written and oral form, including requests of a technical nature about law enforcement training operations programs and policy, often requiring detailed explanations of negative comments made on the agency's activities or performance in a particular situation.
Requirements

- This is a non-bargaining unit position.

- Must possess and maintain a valid state issued driver's license to conduct official government business.
- You must possess, or submit to, a Single Scope Background Investigation adjudicated to Intelligence Community Directive 704 standards.
- You must be eligible and maintain standards for a TOP SECRET clearance, and access to Sensitive Compartmented Information and must sign the applicable non-disclosure agreements.
- You will be required to undergo pre-appointment and random drug testing for illegal drug use. Employment is contingent upon favorable results.
- This position is designated as Emergency Essential. You will be required to sustain FLETC operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.
- You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- New supervisors/managers must successfully complete a 1-year probationary period.
- This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Top Secret security clearance.
- This position is eligible for situational-only telework based on agency policy.
- You may be required to work weekends and federal holidays.
- Overtime work may be required.

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position you must:
A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws;
-OR-
B. Have held a federal civilian position in the 1801 occupational series.
-AND-
Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing the following duties: 1) Planning and/or executing national public relations campaigns to convey information regarding law enforcement training programs; 2) Managing special events (i.e. tours, ceremonies, etc.) for high ranking federal, foreign, and/or local distinguished guests to ensure they adhere to law enforcement protocol and traditions; 3) Analyzing the successes and challenges of agency activities to advise senior management what information should be made public; 4) Providing the full range of supervisory duties (i.e. recommending personnel actions, resolving employee grievances, evaluating employee performance, etc.).
Substitution of education in lieu of specialized experience may not be used for this grade level.

You will receive credit for all qualifying experience, including volunteer experience.
