About the Position:
This position is located at the Mark Center Building in Alexandria, VA. The Mark Center is the location for the Washington Headquarters Services of the United States Department of Defense and a number of other DoD agencies.
This position is working with military commissaries, exchanges, lodging and morale, welfare, and recreation (MWR) non-appropriated fund activities and systems.
Duties
Initiate partnerships with military services and reserve components to resolve complex issues.
Develop a variety of programs, services, and training responsive to the needs of service members and their families.
Governing a broad range of DoD resale, Moral, Welfare and Recreation (MWR), lodging and non-appropriated fund and other related programs and services addressing the needs and challenges of service members and their families.
Prepare decision briefs, action memos, and other pertinent material to facilitate decision making by the Military Community and Family Policy Office.
Apply Administrative and Department of Defense policies, principles, initiatives, goals, and objectives.
Conduct management surveys and research projects to develop policy on a variety of high-level issues.
Conduct unprecedented special assignments on complex high-priority issues in which the scope frequently alters as the work progresses.
Develop legislative proposals and coordinate legislation for commissary, exchange, MWR, non-appropriated fund, or other related assigned programs.
Develop program alternatives and define a necessity for change.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

Specialized Experience: One year of specialized experience which includes managing, operating, and evaluating the delivery of programs, services, and/or facilities related to military commissaries, exchanges, lodging and/or morale, welfare, and recreation (MWR), conducting research projects to develop policy positions, and collaborating with various stakeholders to develop strategic plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
