The Supply System Analyst is aligned under the VISN 12 Supply Chain Management Service (SCMS) and is an advisor to the Network Chief Supply Chain Officer (CSCO). The purpose of the position is to provide programmatic support and analysis for all aspects of Supply Chain Management throughout VISN 12.
Duties
Evaluates supply management, property accountability, and field support for VISN activities.
Develops or supports the development of policies and procedures to be promulgated to the field from information accumulated during on-site visits to field organizations and from analysis of periodic reports from the field.
Prepares and administers training related to all facets of the Supply Chain program.
Prepares directives and instructions pertaining to property accountability and inventory management procedures.
Performs systems analyses of complex Supply Chain programs and major problems associated with supply systems.
Develops detailed functional guidance for new systems and for system modifications.
Provides vulnerability assessments; drafting, coordinating, and ensuring timely publication and implementation of internal control checklists.
Develops and presents briefings to all levels of VISN management and to VHA leadership, as needed.
Performs other duties as assigned.
Work Schedule: Monday-Friday 7am-3:30pm, 7:30am-4pm, or 8am-4:30pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing independently and resolving difficult issues and problems involving supply processes, work methods, supply data management, or day-to-day operational procedures; developingand implementing new methods and techniques that satisfy broad medical facilities policy and technical requirements regarding the use and structure of automated supply information systems; evaluating and providing guidance on related management activities, such as budget, data processing, procurement, property utilization, and financial management to improve supply chain management program functions; utilizing IT concepts, methods, and techniques to determine the efficiency of computer programs, software and hardware in meeting established supply information requirements; applying qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of supply management programs; managing the supply chain process of activities, extending from the acquisition of an item through storage, distribution, utilization, consumption, or disposal; or communicating information orally and in writing through presentations, training sessions, and to internal and external customers. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. Long hours, excessive travel and quick turn-around may require some physical exertion. However, generally no special physical demands are required to perform the work.
