This position is located in the Reserve Fleets, Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).

Qualifications
Qualifications for the position are based on the training, experience, or other requirements that determine which applicants would be able to perform satisfactorily in the position to be filled.
To qualify for the WS-12, your experience should include experience equal or equivalent to the following:
The ability to move ships, fleet craft, and manpower required, including coverage for emergency conditions is required.
The ability to inspect and assess mooring arrangements for ships berthed at the Reserve Fleets, directing subordinates in corrective action, and coordinating its management.
The ability to interpret and apply navigation rules and navigation aids in charting the movement of ships and fleet craft.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Technical Competence - Provides technical and advisory services regarding the operation and maintenance of a variety of trades at the Reserve Fleet. On a day-to-day, project-by-project basis, plans, implements, and directs the use of personnel involved in various trades.
Analytical - Develop and supervise ship movement plans for the Fleet Operations and Maintenance Officer's approval including verification of ship's draft, water depths, tide, wind, and current conditions, ability to determine the number and type of fleet craft that will be required for an operation. Interpret and apply navigation rules and navigation aids in charting the movement of ships/fleet craft.
Communication - Effectively communicate with all Fleet department personnel and supervisors, outside contractors, etc., or other organizations on the specifics of mooring, safety engineering, and mechanical problems.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
