You will serve as an Engineer in the Unmanned Systems, Automation, and Processing Division; Science and Technology Department of NAVSURFWARFCTR PANAMA CITY DIVISION. You will provide technical oversight and guidance to applied research programs related to unmanned maritime and ground systems. This position is part of the Warfare Centers Personnel Demonstration Project. ND-05 is equivalent to GS-14/15.

Duties

You will coordinate with other organizations, project offices, and stakeholders on technical matters related to unmanned maritime and ground systems. You will lead a large technical team of government and industry experts in the conduct of all aspects of research, development, test, and evaluation of complex warfare systems. You will coach and mentor personnel on systems engineering practices. You will oversee the execution of applied research efforts, ensuring the use of relevant systems engineering processes. You will advise others on systems engineering practices and processes to unmanned systems technology development and demonstration efforts. You will work in a leadership position, leading teams from a concept to product delivery. You will apply all aspects of DoD systems engineering practices and processes as they relate to unmanned systems research and development efforts. You will demonstrate broad knowledge and experience in applied research and advanced technology demonstration programs associated with unmanned vehicles.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer coordinating or conducting design, development, test & evaluation, integration, or in-service engineering of warfare systems or unmanned systems. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. D. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

E. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
