As the Mail Clerk, assigned to the Orlando VA Healthcare System in Orlando, Florida, you will be responsible for performing duties and responsibilities related to receiving, sorting, routing, and delivering all mail properly to various points through the healthcare system. In addition, you will be involved in training employees how to apply concepts, procedures, and practices of a Mail Clerk.

Duties

Duties include, but are not limited to: Bundle, sacks, labels, and delivers all official and private outgoing mail to the supply dock for Postal Service pick-up; this is accomplished twice a day, Monday through Friday, except holidays. Receives incoming mail at these times. Prepares special category mail (certified, insured and registered) in accordance with VA and Postal Service regulations. Safeguards mail until it is delivered to the Postal Service driver. Sorts and routes mail to services and sections; credit union: OPC Pasco County; Day Treatment Center, Bay Pines VAMC, Regional Office, St. Petersburg, Vet Center, Underwood Building and service organizations; accomplishes further breakdown of mail address to Medical Administration Service. Reads and analyzes all incoming official mail which cannot be routed unopened. Processes specialized subject matter to the proper office. Subject matter of the material is varied and complex related to anyone or a combination of subheadings within the general subject; Medical Care, Veterans Claims, Supply, Fiscal or Social Service. Picks up outgoing and intra-office mail and reviews for completeness of address and conformance to applicable instruction, regulations, and directives. Processes mail destined for foreign countries in accordance with international mail rates and rules. Logs each item to include destination, weight, and amount of postage. This information is used in compiling the annual direct mail accountability report. Empties mail collection box on first floor during mail deliveries and also at approximately 7:55 am and 3:55 pm; receives parcels from United States Parcel Service (UPS), or other private delivery firms, and contacts the addressee for pick-up in the mail room. Maintains postal and agency regulations files; keeps the check registry, priority mail register, certified, insured, registered mail log current on a daily basis. Completes mail surveys, promotion studies, time studies and proficiency analysis in accordance with prescribed directives; records the results and report findings to the supervisor, when required. Operates computer terminal to locate patients and employees; forwards mail to former patients and employees. Distributes local publications commensurate with the needs of the hospital services; operates auxiliary reproduction equipment including a folding machine, a paper cutter and paper, and paper drill. Operates as publications clerk in maintaining master reference file of publications; posts and files revisions and changes to VA manuals and regulations; files VA circulars, information letters and interim issues. Must operate Government motor vehicle to drive to satellite offices, such as Underwood Building; Day Treatment Center, Post Office, and Orlando Navy Hospital and pickup of mail. Required to order postal supplies from the U.S. Postal Service based on the needs of the unit. Operates and maintains highly sophisticated, computerized metered mail equipment; weighting and metering outgoing mail ensuring that proper postage is affixed; required to do routine maintenance on metered mail equipment, such as oiling and adjusting to ensure proper operation. Maintains postal scales including providing services for patients and employees, informing them cost of mailing and providing advice on best method of mailing such as UPS versus U.S. Mail Service. Operates and maintains facsimile machine, including cleaning and general maintenance of machine including to send facsimiles to overseas locations. Other duties, as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023. Time-In-Grade Requirement does not apply to grade levels GS-04 and GS-05. You may qualify based on your experience and/or education s described below: GS-04 General Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of general experience would typically include, but are not limited to: performing duties related training employees how to apply concepts, procedures, and practices of a mail clerk; assignments consist of basic clerical work performed in a mailroom applying basic guidelines and specific practices. OR, GS-04 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) years above high school. OR, GS-04 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of general experience and education to meet experience requirements at the GS-04 grade level. ~OR~ GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing duties related to receiving, sorting, routing, and delivering all forms of mail properly to various points; familiar with complex computerized mailing equipment and facsimile machines. OR, GS-05 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four (4) years above high school. OR, GS-05 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond total requirements at GS-05 grade level. Physical Requirements: Long periods of standing and walking; daily lifting is required when delivering and receiving mail, mail bags can reach weights of over sixty (60) pounds; walking in excess of two (2) miles each day is routine. Work is performed in a congested room with extreme temperature variations. The room is very noisy from the operations of reproduction machines. Exposed to weather only when delivering and receiving mail from the Postal Service driver.
