There are four positions being filled through this vacancy. For additional information about the duties of these positions, please see Additional Information Section for who to contact. The incumbent of this position serves as the principle Forest Staff Officer. Responsibilities include program development, operation, and evaluation in recreation, wilderness, heritage, lands, boundary management, and public affairs.

Duties

Responsibilities are listed at the full performance level (GS-13). Performs supervisory duties at least 25% of the time. Perform administrative and human resources management functions for the unit such as providing advice, counsel, or instruction on both administrative and work matters. Plan the work to be accomplished by the unit by assigning work to employees and establishing production or quality standards for the unit’s work. Provide strategic guidance and leadership for the unit’s recreation, lands, boundary management, wilderness special uses, minerals programs and activities. Exercise leadership by coaching, facilitating, and teaching team members, and initiate and guide new continuing projects. Responsible for all phases of staff work in long-range planning and administration of unit’s land management program. Monitor program accomplishment, resolve issues, and coordinate program, project, and contract integration with applicable staffs. Coordinate and develop uniform direction with other federal, state, and local agencies and various county courts. Direct the quality, quantity and coordination of work performed in the various program areas overseen. Recommend course of action on issues requiring line management decisions. Set work unit goals and assignments for all employees that are fair, respectful, and consistent with their abilities and bolstering team cohesiveness and inclusiveness.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. This is an interdisciplinary position and may be filled in any of the job series listed below. Basic Requirement: For the GS-0101 series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. For the GS-0401 series: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a major field of study that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience includes one or more of the following: Performed administrative and human resources management functions for the unit such as provided advice, counsel, or instruction on both administrative and work matters; Formulated plans, policies, and objectives for the unit to meet program of work; Monitored program accomplishment, resolved issues, and coordinated program, project, and contract integration; Used persuasion, negotiations, or similar tactics to ensure that agency and related public plans are consistent with the agency's multiple use resource objectives; and/or Established and maintained internal and external work relationships vital to the agency, including those with prominent individuals and organizations who apply public pressure to further special interests. For the GS-13: You must have one year specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience includes one or more of the following: Provided leadership in the management of recreation, wilderness, heritage, lands, minerals, or boundary management programs; Leader of, or a consultant to, a management team in the preparation of environmental assessments and environmental impact statements that develop alternative land-use strategies and forecasts the benefits, consequences, and costs (opportunity, resource, and socio-economic) in accordance with established goals; Implemented and executed project plans for a natural resource program area or related area; Coordinated assigned programs and plans with other resource management functions; Provided recommendations on development and execution of public service programs to ensure their accomplishment within applicable guidelines; Prepared and/or assessed short-range and long-range functional resource and fiscal plans to ensure compliance with land management planning policies and regulations; and/or Assisted senior leaders in exchanging perspectives about land use and resource planning and coordinated organization planning efforts with regional, state, city, county, or ad hoc citizen committees' land-use planning efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
