The primary purpose of this position is to serve as Chief, Public Affairs, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Public Affairs office serving as the principal adviser to the Commander/Director, senior staff, and external leaders on all matters relating to internal and external communication, including policy formulation and the potential public reaction to proposed policy, activities, and operations.

Duties

Serve as the organization's senior Public Affairs adviser and leader in assigned areas of responsibility. Advise on the potential public reaction to proposed policies, plans, and actions. Develop and direct a comprehensive Public Affairs program integrating media relations, social media, community/Congressional relations, internal information, visual information, communication planning, contingency/crisis response, special event planning, security and policy review, and Public Affairs resource management elements. Select or recommend selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Supports the agency's Equal Employment Opportunity (EEO) program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials. Represent the office with a variety of installation and local governmental, public, civic, service, industry, educational, and media organizations.

  • This position is centrally managed by the Public Affairs Career Field. Travel and relocation expenses will be paid.

  • Must be able to obtain and maintain a secret security clearance.
  • This position is subject to provisions of the DoD Priority Placement Program
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Recall to duty may be a requirement of this position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to escort news media representatives to a forward operating location in the event of a deployment or other operation.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Standard for Administrative & Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to at least the GS-11 level which has equipped me with the knowledge, skill, and ability to successfully perform the duties of Public Affairs Specialist. Specialized experience is experience which may have been gained assisting in carrying out a wide range of public affairs assignments that include elements of media operations, social media, community engagement, visual information, communication planning, contingency/crisis response, special event planning, environmental, security, policy review, and public affairs resource management in support of the mission and organization priorities. Knowledge of the concepts, principles, policies, and practices of a Public Affairs program. 2. Knowledge of written and oral communication and visual information principles, methods, and techniques to determine the need for, plan, coordinate, conduct, and evaluate Public Affairs and multimedia activities. 3. Knowledge of safety, security, personnel management, and Equal Employment Opportunity (EEO) regulations, practices, and procedures. 4. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations. 5. Skill in producing written information for audiences with different levels of understanding. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
