There are 7 positions available and are located in Region 9 on the Allegheny National Forest, Wayne National Forest, and the Regional Office - Technical Services Team. The incumbent serves as a Civil Engineering Technician with the Forest Service. The technician will provide technical support to the civil engineering group on a variety of engineering projects. Duties

Duties listed below are at the full performance level of GS-11. Monitor engineering projects such as bridges, parking facilities, trails, drainage structures, erosion control features, retaining walls, buildings, towers, equipment shops and yards, small dams and reservoirs, or recreation sites. Perform engineering work on bridges, pavements and/or drainage structure. Prepare complex designs or specifications for engineering projects or systems. Conduct field surveys to gather design information for engineering plan specification, alterations, and databases for civil engineering projects. Interpret data related to civil engineering projects and/or operations. Develop design details and specifications for structures, systems, and/or equipment. Report quality assurance issues to contractors, senior engineers, and/or contracting office representatives. Review contractor plans to ensure compliance with organization guidelines, procedures, and requirements Administer construction or maintenance contracts to ensure compliance with the terms and conditions of a contract. Support senior engineers in developing annual road operation and maintenance plans and budget. Coordinate resource management efforts with federal, state, and/or local government agencies. Provide advice and direction to contractors for resolution of issues or problems with engineering projects. Communicate with representatives outside of an organization, coworkers, and subordinates on technical aspects of the work.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-10: Applicants must have one (1) year of specialized experience equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience include meeting four or more of the following: Conducted a wide range of non-standard surveys and data collection activities to provide data for civil engineering project designs; Conducted field surveys and collected field data required for engineering plans for design and construction on agency administrative sites; Made recommendations for solutions to routine construction project problems that can be resolved by calculations typical to civil engineering projects; Completed conditions surveys and recorded data to maintain and update databases; Prepared engineering data reports and recommended priorities, which are used in the formulation of cost estimates and bills of materials. OR Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. (coursework must be directly related to the position being filled such as civil engineering to transportation engineering). OR A combination of specialized experience and graduate level education (beyond what is required for master's degree, i.e. more than 36 semester/52 quarter hours leading to a Ph.D.) The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11: Applicants must have one year of specialized experience equivalent to at least the GS-10. Examples of specialized experience include three or more of the following: Coordinated with other resource area personnel to assess road maintenance requirements and needs; Provided technical engineering expertise to manage road and bridge system including transportation operations and deferred maintenance improvements; Prepared conventional designs and specifications for various engineering projects or systems; Administered engineering construction and maintenance contracts to ensure compliance with the terms and conditions of the contract. OR Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. (coursework must be directly related to the position being filled such as civil engineering to transportation engineering). OR A combination of specialized experience and graduate level education (beyond what is required for master's degree, i.e. more than 36 semester/52 quarter hours leading to a Ph.D.) The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
