This position is located in the Department of Homeland Security (DHS), Federal Protective Service. The primary purpose of this position is to prevent, protect, respond to and recover from terrorism, criminal acts, and other hazards threatening the U.S.Government. This is a non-bargaining unit position.

Duties

As a Program Manager, GS-0340-14, your typical work assignments may include: Coordinates the staffing of various programs and has the authority to select, reassign, promote, discipline, set performance standards for and appraise the performance of those directed. Manages, directs, and oversee the fiscal year closeout responsibilities for the region, to include providing assurance that all financial requirements are met and completed prior to the fiscal close. Provide program management and technical direction on all matters dealing with Human Capital, which assist the region in accomplishing its various human resource objectives. Directs Contracting Officer Representative (COR) and staff members with acquisition and procurement programs. Provides broad security administration and policy guidance through discussion of program goals affecting the direction of the security program. Oversee the vehicle management, property, space and inventory management related to regional activities for distribution, accountability, retention or disposal. Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Managing tasks related to identifying program requirements intended to improve the organization's performance, managing those duties and responsibilities while demonstrating sufficient insight of the risks, issues, requirements, designs, and solutions. Providing policy guidance and decision making support to regional management and other program officials on funding and budgetary requirements, to include analyzing, evaluating, and serving as liaison or advisor to senior level management, division directors, and Branch Chiefs, on all budgetary financial matters, and ensuring compliance with agency policies and procedures. Interviewing candidates for vacant positions and making recommendation for appointment, promotions, or reassignments. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
