Duties

Under the direction of the Associate Warden (Medical), responsible for monitoring compliance of the statement of work at the facility. Monitors court-related issues (i.e., tort claims, malpractice lawsuits, court orders, and questions), BOP policy and procedures, and state and federal laws relating to the operation of BOP facilities. Ensures facility is in compliance through inspections of the facilities and activities. Reports problems to the Contracting Officer's Technical Representative (COTR) to ensure facility gets in compliance. Reviews and analyzes indicator data related to the facility on a perpetual basis to identify programmatic or operational weaknesses and suggest, prepare and/or implement action plans for resolution. Ensures all applicable professional contract medical personnel have been appropriately privileged and credentialing files are maintained on-site pursuant to Joint Commission on Accreditation of Healthcare Organizations (JCAHO) standards. Responsible for preparing estimates, administering annual budget, assigning fund control numbers to all obligation documents and for certifying that funds are available in their respective cost centers prior to the creation of obligations. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements. Basic Requirements: Education: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND In addition to meeting the Basic Requirements, applicants must have the following: Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. Major study must be in - hospital administration, public health administration, or related fields, such as business or public administration with course work in health care administration. GS-12: There is no substitution of education for specialized experience for this position. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position, and must typically be in or related to the position to be filled. Some examples of qualifying experience: GS-11: Experience in preparing correspondence, documents and responses related to medical needs and programs such as internal and external audits, assisting in the review and preparation of policy statements and various requests for information. Experience that demonstrates knowledge of contracting regulations, fiscal management principles, and government budgeting systems, and an acute awareness of the cost of medical equipment, supplies, and community health care services. Experience coordinating internal administrative and/or clinical reviews or audits of a health care system as it pertains to policy and procedure adherence. Special Provision for Inservice Placement: GS-11 only: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Some examples of qualifying experience: GS-12: Experience with implementing policies and procedures in compliance with Joint Commission, American Correctional Association, federal, state and local government regulations. Experience that demonstrates knowledge of health care principles, theories, and practice in order to analyze and coordinate the delivery of a health care system. Experience in collecting, aggregating, and interpreting data for use in the advancement of health care practices, in an effort to support / increase the level of care being delivered. OR Combination of Education and Experience: GS-11 only: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
