The primary purpose of this position is: To serve as the Deputy Director of the Command, Control, Communications, and Computers (C4) Systems and Chief Information Directorate (J6), United States Cyber Command, sharing with the director the full scope of responsibility for managing the activities of the directorate.
Duties
DUTY 1: Serves as the "alter ego" for the Director of the Command, Control, Communications, and Communications (C4) and Chief Information Officer (CIO) Directorate, planning, organizing, and managing the activities of the directorate.
DUTY 2: Represents the USCYBERCOM J6, C4 Directorate with a variety of command and functional area organizations.
DUTY 3: Exercises supervisory personnel management responsibilities.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft

This is a GG-15 position in the Cyber Excepted Service (CES). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below:
BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge and skill in applying the development of cybersecurity, C4, and IT concepts, practices, and policies to assure the security, confidentiality, integrity, and availability of classified and unclassified computer networks and systems;broad and deep knowledge base and experience in judgment to develop plans and schedules that guide subordinate supervisors in meeting program goals, objectives, and broad priorities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in applying the development of cybersecurity, C4, and IT concepts, practices, and policies to assure the security, confidentiality, integrity, and availability of classified and unclassified computer networks and systems.
2. Knowledge of and ability to interpret authorities, policies, and exceptions, to provide technical direction and leadership for the refinement of policy and guidance relevant to the evolutionary development/administration of the Command's business systems, mission systems, and information environments.
3. Ability to work collaboratively with other subject matter experts (SMEs) to evaluate threats to the Command's technical baseline and determine technically effective and operationally responsive courses of action through the application of the Risk Management Framework concepts and processes.
4. Ability to communicate verbally and writing regarding complex technical and programmatic information on cyberspace operations, cybersecurity, C4 systems, and IT, in the form of plans, policy documents, and visual updates, reports, and briefings.
5. Ability to work with key partners across the Command and DoD with a proven record of influencing entities and decisions to achieve the desirable outcome.
6. Ability to plan, organize, and direct the functions and staff of a small to medium-sized organization.
7. Skill and ability to analyze and manage multiple projects under strict timelines, as well as the ability to work well in a demanding, dynamic environment to meet overall objectives.
