This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Human Capital and Talent Management's Workforce Planning, Policy, and Systems Management, at the U.S. Agency for International Development (USAID).
Duties
Identify, develop, manage, and lead initiatives, including to develop and implement Agency action planning and communication strategies, to improve employee engagement or customer experience, and Agency surveys.
Analyze and evaluate quantitatively and qualitatively the effectiveness of workforce operations in meeting established goals and objectives and make recommendations based on findings.
Analyze, evaluate, and/or develop new or modified policies, regulations, processes, and procedures, regulations, goals, and objectives.
Using quantitative and/or qualitative methods, conducts detailed analyses of complex workforce or organizational operations and processes and makes recommendations for improvement of effectiveness and efficiency.
Design and undertake complex management studies, initiatives, or data gathering efforts, where the boundaries of the studies are extremely broad and difficult to determine in advance.
Analyze long range issues related to the effectiveness of varying organizational operations in meeting program goals and objectives.
Conducts surveys, produces reports, and analyzes program and/or management control techniques.
Requirements
- United States Citizenship is required.
- Relevant experience (see Qualifications below).
- Must be able to obtain and maintain a Security clearance.
- If applying under Merit Promotion procedures, time in grade must be met by the closing date of the vacancy announcement.

Qualifications
Specialized Experience:
GS-14: To qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: (A) Implement mechanisms to gather existing qualitative data and quantitative data using surveys to assist stakeholders develop insight to make informed decisions; (B) Overseeing the analyses and studies of programs and projects related to agency internal administrative operations, organizations, and/or management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
