You will serve as a PRODUCTION RESOURCES SPECIALIST in the WORKLOAD AND WORKFORCE PLANNING, PRODUCTION RESOURCES DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will serve as a Workforce Special Emphasis Programs Assistant (WSEPA) in C900R.2 You will integrate and monitor the execution of Production Resources Department Special Emphasis Programs such as grievances, disciplinary actions, special hiring, position planning, and sensitive issues. You will serve as an advisor to the Production Resource and Planning Manager (900B), Production Resources Officer (900), and Production Business Manager (900R.2) in your area of responsibility. You will coordinate the implementation, improvement, consistency and priority of the various workforce management programs on behalf of the entire Department. You will develop monitor Shop and Department level metrics for various programs.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience planning and conducting projects and studies to evaluate the effectiveness and efficiency of grievance and disciplinary action programs; Experience interpreting and applying policies and practices to workforce special hiring and position planning programs; identifying and resolving problems or issues that may impact these programs; Experience influencing others to accept and implement findings and recommendations on organization improvement and program effectiveness; Experience applying project management and workforce management concepts, policies, and procedures to analyze and maintain workforce management and programs. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying principles, concepts, and methods of Workforce Special Emphasis programs; Experience solving a variety of common problems and issues related to Workforce Special Emphasis programs; Experience executing the practices and procedures associated with Special Emphasis programs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Education substitution for GS-09 position:

1 full year of graduate level education

or

superior academic achievement


Education substitution for GS-11 position:

Successful completion of a Ph.D. or equivalent doctoral degree

or

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

or

Possession of an LL.M., if related

or

A combination of graduate education and experience as described above that equates to one year of experience.
