Eight positions are being filled, one at each of the duty locations listed above.
This position is located on a Forest Service unit. The incumbent serves as a Realty Specialist, with responsibilities for non-recreation special uses, road and trail right-of-way grants, withdrawals, land purchases and donations, land exchanges, land conveyances, etc.

Duties
Duties are at the target grade GS-11:
Review current laws, regulations, and policy changes that affect special use administration and notify supervisor of important policy changes or sensitive problem areas.
Direct the special uses activity program on the team, including inspection of existing permits.
Work with federal, state and/or local government personnel to coordinate lands activities.
Assemble required documents, prepare written segments, develop exhibits, and prepare final reports.
Prepare rights-of-way plans and programs for approval.
Communicate with special use authorization holders, applicants and concerned publics informed of agency regulations, restrictions, time frames, and resource management practices in the area.
Conduct negotiations with landowners in accordance with agency requirements.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12-31-59 must be registered for Selective Service or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one-year probationary period, unless previously served.

Qualifications

Specialized Experience Requirement:
For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as: Assisted higher-level specialists in the administration of more complex special-use authorizations for a variety of activities such as, but not limited to developing special-use permits and writing operations and maintenance plans for recreation residences, linear rights-way, oil/gas pipelines, and electric powerlines; Compiled information for the development of reports on matters such as special-use field compliance inspections, pre-application meetings, and land ownership; Assisted in conducting routine real estate investigations; Researched court and other legal documents to extract real estate ownership data.
OR
A masters or equivalent graduate degree or two full years (36 semester/54 quarter hours) of successfully completed graduate level education leading to a master's degree, or LL.B. or J.D. related to the work of the position. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
An appropriate combination of specialized experience and graduate level education directly related to the position (in excess of 18 semester/27 quarter hours) as defined above.
For the GS-11: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as: Assisted in reviewing and recommending action on new special use applications, and reviewing and recommending action on existing permits for noncompliance; Processed special use authorization renewals, transfer of ownership, terminations, revocations, or suspensions as appropriate; Prepared and processed real estate documentation such as appraisals, titles, title clearances, and reports; Made contact with, landowners, buyers and sellers, real estate brokers, etc., to gain information applicable to real estate, purchases, donations, and condemnations and exchanges.
OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in real estate, or a related field of study.
OR
Successful completion of an appropriate combination of specialized experience equivalent to the GS-09 grade level and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
