About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4MKAA US ARMY COMBAT CAPABILITIES DEV CMD. Serve as the Armaments Center Intelligence and Technology Protection Office Intelligence Branch Chief reporting directly to the G2.

Duties

Provide supervision, guidance and oversight for intelligence support functions to include: Scientific and Technical Intelligence (S and TI) and Acquisition Intelligence (ACQINT). Provide guidance and assistance to the Armament Center’s Command group (Director, Chief of Staff, and Deputy Chiefs of Staff) and other key staff on all matters relating to Intelligence programs and activities. Analyze, plan, advise, and develop/implement policies and procedures for identifying and protecting Intelligence information, personnel, and operations from unauthorized disclosure, misuse, theft, espionage, sabotage, or loss. Provide tailored, all-source, fused intelligence support to leadership on all matters concerning the intentions and power of major global actors. Monitor foreign military development, political dynamics and economic interactions. Monitor global trends, emerging technologies and foreign military research and how these will evolve the direction of capability developments for the Future Force Modernization Enterprise (FFME). Develop and produce reports on global security trends and potential future crises as they relate to Army modernization efforts using intelligence from throughout the Intelligence Community as well as open-source material. Establish, lead, plan, and direct Threat Coordination Groups to develop threat documentation for force modernization and materiel acquisition programs. Provide the direction, control, oversight, and management of intelligence and threat support within the Armaments Center. Identify and apply advanced forecasting methods and techniques to support the production of threat estimates and conflict scenarios. Review joint and Army strategic plans, and force, combat and materiel development documents to ensure that emerging and potential future threats, potential crises, global trends and emerging technologies. Provide advice on interpretation of intelligence and threat data in terms of the supported customer. Develop production requirements designed to fill identified intelligence gaps.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized experience is defined as experience that demonstrates a practical knowledge of intelligence research technology protection and all source intelligence collection requirements as demonstrated by experience 1.) collaborating with affiliated science and technology (S&T) and organizational teams participating in critical technology research and acquisition; 2.) providing intelligence threat support to planners, operators, and developers regarding the impact of emerging and potential future threats, capabilities, combat, and materiel development programs; and, 3.) advising on global security trends and potential future crises as they relate to intelligence modernization efforts. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
