The position is the Director of the Investigative and Enforcement Services (IES) which is responsible for the planning and implementing of an investigative and enforcement program related to the statutes and regulations pertaining to Animal and Plant Health Inspection Service (APHIS) programs through fact-finding, civil, and criminal investigations.

Duties

The duties may include, but are not limited to: Establish and execute broad policies, plans, and objectives, as they relate to Agency investigative and enforcement issues. Provide leadership, direction, coordination, and operational accountability to IES’ headquarters and field staff. Supervise and is responsible for activities including enforcement, case examining, document control, investigative support/intelligence, and administrative and management operations. Provide leadership in extending IES’ programs and services by fostering and developing rapport and cooperation with federal and state entities. Represent APHIS nationwide by participation in meetings and discussions with a variety of diverse interest and advocacy groups. Coordinate and oversee IES’ administrative and management operations. Handle any employee conduct matters or complaints that arise. Provide equal opportunity in employment for all subordinates, applicants, and new hires.

  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
  • The work is primarily sedentary and may require up to 5-6 nights per month of travel—possibly with little or no advance notice.
  • There may be occasional exposure to hazards and unsafe conditions when traveling to field sites.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Direct a workforce in developing, coordinating, and directing investigative and enforcement activities and/or administrative and management operations. Resolve problems that impact the agency, requiring professional judgment and sensitivity to public issues, concerns, controversies, and/or industry opposition to situations involving laws and regulations, including compliance and enforcement considerations. Manage a national team of subject matter experts that coordinate and collaborate across multiple programs or divisions with a focus on customer service. Serve as a liaison between their agency and high-ranking officials in other Federal agencies involving investigative and enforcement matters. Conduct complex civil and/or administrative investigations; providing strategic program guidance; providing technical advice or recommendations on investigative activities; coordinating investigation activities with Federal, state, or local enforcement entities. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
