This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services.

The incumbent works for the Central Virginia VA Health Care System in Richmond, Virginia, as a direct report to the PCMHI and is assigned to the Mental health Service Line.
The PCMHI Social Work Coordinator supervises program coordination and works collaboratively to promote prevention, early identification, and treatment of most mild to moderate mental health and health behavior concerns as part of routine primary care.
This position is responsible for 15% direct patient care as a PCMHI Co-located Collaborative Care Clinician (PCMHI CCC) and 85% dedicated to PCMHI Social Worker supervisory duties for CVHCS main facility and Community Based Outpatient Clinics (CBOC's) which involves travel to various CBOC locations of the CVHCS. The incumbent must have broad based clinical skills for direct patient care, evidenced-based brief interventions, and suicide prevention interventions.
Duties include, but are not limited to:
Complete all required supervisory duties to include Time and Leave (T&L) for assigned staff and assigned back up T&Ls.
Coordinate with MH & SW leadership and HR on hiring and/or disciplinary actions.
Complete annual evaluations for assigned staff.
Performs the administrative and personnel management functions relative to staff supervised.
Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system.
Observes workers' performance; demonstrates and conducts work performance critiques.
Provides informal feedback and periodically evaluates employee performance.
Incumbent works to resolves informal complaints and grievances.
Develops work improvement plans, recommending personnel actions as necessary.
The incumbent will participate in continuous survey readiness through ensuring staff competency folders are up to date with required documentation.
Reports, PI projects, and other documentation required for accreditation are kept current and up to date.
Adhere to Medical Center Policies, (MCP) Standard Operating Procedures (SOP) for documentation.
Adhere to approved templates and required standards for documentation as outlined by accrediting bodies such as Joint Commission, CARF, and/or revenue sources providing funding to VHA.
Provide documentation sufficient to meet the needs of various interdisciplinary teams engaged in the discharge planning process both within the facility and for potential placement and/or aftercare programs/facilities.
Adhere to MCP, SOP, and directives for clinical contact with patients, families, and collateral providers over the course of treatment, which includes pre-admission, program participation, and post discharge follow up.
The supervisor provides advice and counsel to workers related to work and administrative matters.
Invokes disciplinary measures as appropriate to the authority delegated in this area.
Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations.
Ensures staff complete all other required trainings within allowable timeframes.
Incumbent supervises employees to accomplish the work in assigned unit.
Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
Ensuring patients have access to care via completion of required documents, 1010s, Advanced Directive, and other forms that assist with access to care within the VA or the community.
The incumbent performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities.
Technical assistance provided to monitor activities and program reviews, and the development and analysis of information.
In addition, the incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements.
The incumbent performs program analysis, development, review, research, design, and contract work as possible with various agencies (public, DOD, state, etc.).
Performs work related to the review, monitoring, analysis, planning and assessment of various programs.
Responsible for key project activities related to the planning, development, and implementation of the project component.
A substantial portion of the workload directed by this position will be carried out at one or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
Grade Determination Requirements, Social Worker (Program Coordinator) GS-13: In addition to the basic requirements, this following are required for the GS-13 grade-level position:
Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as a supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Preferred Experience: Preferred experience with treating veterans.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires extreme patience and controlling of emotions. The work may require assisting physically disabled Veterans. Day-today work involves sitting, walking, standing, and carrying light objects. The work is typically performed in a clinical setting that exposes the incumbent to the communicable diseases common to the hospital environment.
