About the Position: Incumbent will serve as an Explosives Safety Manager for the Division Commander. Under guidance and direction of the Division Safety Manager, Directs, manages, oversees, controls, implements, and evaluates the effectiveness of the Divisions, and subordinate units, explosives safety program. Assists Commanders and Safety Managers in developing explosive safety policies governing occupational safety criteria, guidelines, standards, etc.
Duties
Serves as an explosives safety subject matter expert (SME) for the implementation of a comprehensive explosive safety program for all activities within the Division and assigned units.
Develops the Division’s Explosive Safety Management Program (ESMP), and ICW Garrison and tenant units, assist in the development of the installations Senior Commander’s ESMP identifying organizations roles and responsibilities.
Investigates ammunition and explosive accidents and incidents, and weapon-related accidents and incidents.
Reviews and analyzes accident and incident reports, standing operating procedures, organizational and program documents, and all other information and regulations.
Performs inspections and surveys to determine compliance with safety requirements.
Coordinates with all levels of staff within the Division, up to USATCES and DA, as well Garrison staff, senior engineers, test directors, health physicists, and industrial hygienist personnel.
Participates in command training, exercises, and maneuver operations to evaluate efficacy of risk management procedures and provides guidance and assistance as necessary to influence safe behavior during such operations.
Performs hazard analysis, evaluate explosive hazard, and develop explosive licenses and safety site plans.
Requirements
- This is a Fire, Occupational Health, and Safety career position. Incumbent must be in possession of the Professional Certificate Safety Occupation Health Level (PCSOH) and the Professional Certificate Explosives Safety Level 1 (PCES1) certificates.
- Work requires frequent onsite surveys with prolonged standing, walking, crawling, climbing, bending, crouching, stretching, reaching and other physical movements. May traverse rough terrain.
- This position is designated as Emergency Essential. This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization.
- This is a deployable Department of the Army Civilian position. As such, incumbent must pass an Initial and annual medical examination and receive/maintain up-to-date required immunization for the overseas or deployed location.
- May be required to wear protective clothing and equipment. The duty uniform is standard military issued clothing when deployed or in field conditions. Standard TA50 equipment will be issued per local requirements.
- Must obtain and maintain a valid stateside driver's license. Must obtain and maintain a U.S. Government Vehicle driver's license within 30 days of employment and be able to maintain the same.
- Percentage of time spent TDY is up to 50 (CONUS/OCONUS).
- This is a drug testing designated position. In accordance with AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, the employee must successfully pass a urinalysis screening prior to the appointment and periodically thereafter
- Must be able to qualify individually on common tasks selected by the supervisor from the Unit's Mission Essential Task List (METL). Weapons Qualification and NBC Training may be required annually and as necessary to meet expeditionary requirements
- Must be able to obtain an official government passport.
Qualifications
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes ensuring compliance with explosives safety policy and regulations; identifying potential explosives safety hazards/ threats and recommending procedures to minimize or eliminate the hazard/ threat; and performing inspections of facilities (both explosive handling and non-explosive handling), warehouses, and equipment maintenance operations area to ensure compliance with explosive safety standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
