The Office of Human Capital Services (HCS) provides world-class customer service to the public and Veterans Benefits Administration (VBA) employees who serve Veterans while ensuring positive interactions through efficient and effective employee life cycle management. The incumbent is assigned to the Executive Management Team and reports to the Chief, Executive Management Team, who serves as the immediate supervisor.

Duties

Specific duties include: Establishes and maintains control on issues requiring follow-up. Performs a variety of duties related to researching and analyzing data or determining the status of significant issues, to assist HCS Front Office leadership in their decision-making process. Performs special projects and recurring assignments for the EMT. Projects and assignments may include the planning and coordination for presentations or events such as conferences, town halls, retreats, employee engagement activities, or site visits. Supports in the coordination of calendars for the HCS Executive Director. Determines availability for meetings, conferences, and other activities. Sensitive to and cognizant of protocol with respect to requests for the executives' attendance and participation at various meetings, ceremonies, events, etc. Maintains Front Office SharePoint site. Manages permissions, provide updated links, and add high priorities projects/assignments to taskers for review and approval. Studies and analyzes office automation needs and system capabilities for internal controls and management accountability for the EMT. Responds to correspondence and communications addressed to the Executive Director on a variety of topics and requests for information. Reviews and analyzes material originating outside the Office of Human Capital Services and briefs the Executive Director and subordinates on any matters requiring attention. Serves as primary contact for customers contacting the EMT. Provides advice and assistance to a full range of telephone and/or email inquiries concerning any aspect of the programs and projects of the EMT. Assists with in-house budgetary related actions. Arranges travel and itineraries for the Executive Director and maintains regular communications while members of the team are in travel status. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11, GS-12, GS-13 . Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:12/20/2023. Current Federal employees: If applying as a status candidate with current of former federal Service, you must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing you are/were in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). For a GS-13 position you must have served 52 weeks at the GS-13 level MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade of GS-09 in the normal line of progression for the occupation in the organization. Examples of Specialized Experience would typically include, but not limited to: Experience in providing 1.) Applying administrative principals and techniques, administrative regulations, and standard administrative practices and procedures; 2.) Usage of organizational analysis principles, methods, practices, and techniques as well as interpersonal relations practices; 3.) Use of a variety of personal computer applications to produce spreadsheets, databases, word processing documents and presentation packages. OR Education Substitution: Applicants may substitute education for the experience required for the GS-11 level. Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. if related. OR GS-11 ONLY: Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Providing support in executive correspondence, scheduling, and management. Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade of GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes, but not limited to: Experience in providing 1.) Applying administrative principals and techniques, administrative regulations, and standard administrative practices and procedures; 2.) Usage of organizational analysis principles, methods, practices, and techniques as well as interpersonal relations practices; 3.) Providing authoritative management advisory services related to the full spectrum of executive correspondence, scheduling, and management; 4.) Developing new methods and approaches in planning, integrating, and evaluating agency programs; formulates new concepts, principles, and methods; advises management on the development and implementation of policies, programs, and initiatives; 5.) Applying guidelines that consist of administrative policy statements, management and organizational guidance based on Federal laws and regulations, and Department and Administration policies and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items. There is not a substitution of education at the GS-12 and GS-13 grade level.
