The Program Support Assistant position is located in the Health Information Management Section of the Health Administration Service of the VA San Diego Healthcare System (VASDHS). The duties and responsibilities are carried out throughout VA San Diego Healthcare System including
associated offsite offices and Community Based Clinics (CBOC) under the general direction of facility Records Manager.

Duties
Major Duties include but are not limited to:
Incumbent will serve as support to the Records Management Program, responsible to the Records Manager who is accountable for the full implementation of the records management program. The Program Support Assistant performs duties related to the archiving, storage and shipment of VA San Diego Healthcare System (VASDHS) records to Record Center & Vault (RC&V) and Iron Mountain records storage. Prepares and verifies variety of forms for shipment. Incumbent will pick up boxes of records throughout the facility including offsite offices and Community Based Outpatient Clinics (CBOC). Palletizes and prepares for shipment.
The incumbent will assist the Records Manager in recording and updating the facility master records inventory and file plan. Compiles and trends result of the audits for the submission by the facility Records Manager to the facility leadership for corrective action.
The incumbent is responsible for the administrative support to the Records Manager regarding records management coordination with the facility including distributing information, preparing facility-specific guidance, assists in reviewing facility processes and products for compliance with program requirements, and with providing training, investigating complaints and incidents.
The Program Support Assistant functions include administrative support to the Records Manager and Records Management Program throughout the facility regarding the oversight and management of the records information life cycle which includes collection, use, maintenance and disposition. The incumbent Identifies any records not scheduled for disposition and reports their findings to the facility Records Manager.
Assists the Records Manager in providing ongoing general and/or program specific training to service records liaisons and medical center staff to insure records management audits and compliance processes are being carried out, educating business associates about the records management program and their respective responsibilities in carrying out the records management program based on current statutes and standards, including the six (6) VA statutes governing privacy.
Work Schedule: Monday-Friday, between 7:00am-5:00pm

Physical Requirements: The work involves considerable walking, standing and bending in searching and boxing various files. There is occasional lifting and carrying of such items as record boxes and bulky files.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
Knowledge of agency/administration programs record keeping requirements.
Effective oral and written communications skills in order to communicate with medical center staff, members of the public and with representatives from other federal agencies.
Ability to establish and maintain good working relationships with managers and staff throughout the facility and with representatives of other organizations with records management.
A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education: Applicants may substitute education for the experience required for the GS-05 level. To qualify based on education for this grade level you must have 4 years above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. (TRANSCRIPT REQUIRED)

Combination: Applicants may also combine education and experience to qualify at the GS-05 level.Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grade GS-5. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. (TRANSCRIPT REQUIRED)
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
