This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Utilizes Facilities and Equipment Maintenance system (FEM)/similar databases and specialized software to analyze, interpret, and evaluate project maintenance data to determine the level of effectiveness of the projects' maintenance management procedures and business practices.

Duties

Analyze Operating Project’s maintenance data and key performance indicators for the purpose of enabling Project maintenance staff to effectively meet mission requirements and ensure data quality is maintained. Utilize FEM and specialized software to mine maintenance data from sources including project FEM databases and the Electronic Data Warehouse (EDW). Serve as the Seattle District FEM lead and primary point-of-contact for FEM-related matters. Ensure standardization and consistency of FEM processes and business practices across Seattle District’s Operating Projects. Provide guidance to Operating Project Maintenance Control Technicians and other FEM users reporting issues or problems with the system. Provide recommendations to the National Maintenance Manager on potential new procedures, policies and practices involving maintenance management, FEM, or technical issues to help the overall program meet nationwide objectives.

Who May Apply: US Citizens In order to qualify, you must meet the experience or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Minimum Qualifications for the GS-11: Specialized Experience: One year of specialized experience which includes utilizing a computerized maintenance management system (CMMS) to track maintenance operations, repair history and documentation of current and future maintenance operations for facilities and electrical/mechanical operating equipment at multiple sites/industrial facilities; AND experience assisting with analysis of maintenance data and/or key performance indicators for reporting corrections or needed improvement to maintenance processes and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Information Systems Management, Industrial Engineering and Management, Systems Engineering (not all inclusive). (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
