The primary purpose of this position is to perform and/or advise on real property acquisition, management, in/out grants, utilization, and disposal transactions.
Duties
1. Performs conventional real property functions relating to the acquisition, management, and disposal of government real property.
2. Reviews documents pertaining to grants, easements and permits.
3. Determines need for and takes actions, such as easements and permits, and negotiates minor outgrants.
4. Performs work associated with the processing of excess land or proposed facility disposal actions.
5. Gathers data and prepares reports.
Requirements
- The work will require the employee to drive a motor vehicle. A valid motor vehicle operator’s
license is required to drive an automobile to and from projects/meetings on and off base.
- May be required to serve on Architectural and Engineering selection boards or construction contract/
privatization source selection boards
- May act as project liaison with the Army Corps of Engineers or other design agencies as required.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Employee will be required to support Base Readiness and Emergency Operations Exercises and Real
World Threats and Events.
- Employee will be required to support Special Events (i.e. Annual Air Show, Base Exercises) not
necessarily performing in their primary skill code
- Complete and maintain currency of all required ancillary training assigned

- PCS expenses if authorized will be paid IAW JTR and Air Force Regulations

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in commonly applied real property principles, rules, regulations, and practices; and a general understanding of real estate markets; Understanding of agency, state, and local government realty statutes, policies, and procedures to include outgrant and standard space management practices and techniques. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Realty Series, 1170.
OR EDUCATION: Must have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Must have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a masters or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of official transcripts.
Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-06 grade/level or equivalent position in the federal service.Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Knowledge of commonly applied real property principles, rules, regulations, and practices as well as agency, state, and local government procedures and appropriate statutes and policies.
2. Knowledge of space management and utilization practices and techniques, and policies and procedures for real property documentation and records.
3. Knowledge of out-grant procedures and required documentation.
4. Knowledge of property disposal policies and procedures.
5. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations.6. Ability to communicate effectively, both orally and in writing, using tact and diplomacy.
