This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Development Work Level within the CES Occupational Structure.
Duties
Coordinate, synchronize, and monitor assignments throughout the project lifecycle to include planning, design and engineering, acquiring, development, fielding, testing, configuration, implementation, integration, and maintenance.
Support the Perimeter Defense Division in three critical areas: Acquisition, Budget/Cost Support, Logistics and Operations Support, and Program Management Support of its Gateway Programs.
Identifies requirements; develops and implements project plans; coordinates and integrates project activities; manages project resources; participates in project reviews; and takes corrective actions.
Defines operating criteria and monitors installation and testing to determine the quality and efficiency of communications equipment and software.
Estimates project costs and submit cost estimates for related funding plans to finance and budget projects.

Qualifications
This recruitment provides promotion opportunity to target position without further competition when selectee is eligible and recommended by management. However promotion is not guaranteed and no promise of a promotion is implied. This announcement will be used to fill positions with an entry grade of GG-07, GG-09, or GG-11 with a target grade of GG-12. Selections will be made at the GG-07, GG-09, or GG-11 grade levels. Management has the prerogative to select at any grade level.
The minimum salary for grade GG-07 is $53,105, the maximum salary is $69,035.
The minimum salary for grade GG-09 is $64,957, the maximum salary is $84,441.
The minimum salary for grade GG-11 is $78,592, the maximum salary is $102,166.

Basic Requirements:
Attention to Detail -experience reviewing my own information technology-related work or data to ensure accuracy, completeness, and consistency with standards. My work or the data that I produce is typically reviewed by my supervisor or another colleague.
Customer Service - experience having brief contact with customers to provide information about available information technology products and services and providing customers with standard products or routine services to address information technology needs.
Oral Communication - experience informing my supervisor and other IT staff of the status of information technology systems, projects, or daily operations, including the status of information technology systems, projects, or daily operations, including the communication of basic technical information to a non-technical audience.
Problem Solving - identifying or selecting from a number of alternatives to address routine information technology-related issues by gathering and applying information from standard sources that provide a limited number of solutions.
Qualifying Experience:
To qualify at the GG-07, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in participating in Information Technology (IT) project management, in accordance with project management guidelines best practices, to include the Project Management Body of Knowledge (PMBOK).
Qualifying Experience:
To qualify at the GG-09, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: is Experience in participating or leading Information Technology (IT) project management, in accordance with project management guidelines best practices, project plans, participating in project reviews and taking corrective action.
Qualifying Experience:
To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in leading Information Technology (IT) project management, in accordance with project management guidelines best practices. Identifying project requirements; develops and implements project plans; coordinates and integrates project activities; manages project resources; and participates in project reviews and taking corrective action.

Education
GG-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement may be substituted to meet the qualifying experience requirement.

GG-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement.
