The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to at the Pass and Registration/Visitor Control Center. Oversees the processing of various security related documentation including requests for issuance of Restricted Area Badges,
Duties
(Primary Purpose continued) identification credentials, contractor badges as well as the identity proofing and vetting of visitors gaining access to the installation.
Plans, organizes, and directs the activities of Pass and Registration/Visitor Control Center, ensuring that the identity proofing, vetting and fitness determination for installation access for employees, retirees and visitors, responsible for management of restricted area badges, Defense Biometric Identification System and badges and access control for base contractors requiring installation/flight access complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents Pass and Registration/Visitor Control Center Flight with a variety of installation and functional area organizations.
Performs as the Defense Biometric Identification System administrator for the Installation.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This position requires occasional shift work by the employee which will require them to work other than normal duty hours. It will include evening, weekends and/or holidays.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-0086 series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06 or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in developing, analyzing, evaluating, and implementing security programs to provide frontline security screening personnel/visitors requesting access to the installation; and the ability to interpret a wide range of regulations, federal, state, and local laws when determining the ability to authorize or deny an individual installation access.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of installation access control, use of Defense Biometric Identification System (DBIDS), concepts, principles, criteria, requirements, technology, practices and customer service goals sufficient to administer the routine, procedural work of the Pass and Registration/Visitor Control Center, as well as knowledge of general office clerical functions.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Knowledge of procedures, forms and information required to verify against authorized documents, issue badges, passes, one or more automated databases associated with a specific security function to recognized, locate, and insert data/information; and produce a variety of documents and reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
