Duties
Acts as a resource person for the service on issues related to computer reports, retrieving information, and preparing documents for the Service, the facility, and the VISN. Has the ability to gather data and information from numerous sources for the Service Chief and Administrative Officer and keeps them informed of progress and potentially controversial matters which may affect the operation of the Service.
Establishes reporting requirements and assumes follow-up responsibility for special projects and reports.
Downloads data from VISTA.
Gathers data and prepares all required reports by determining what is required from VA regulations and local policy memoranda.
Assists in the dissemination, implementation, and evaluation of all VHA, VISN, and Joint Commission requirements affecting the Service. Serves as the primary resources for information.
Is responsible for assisting in the planning, formulation, and execution of the budgetary process for the Service. Manages daily fiscal activities as appropriate including assigned control points. Communicates as appropriate with Fiscal Service.
Develops and maintains data systems to track performance. Based on the needs of the Service, recommends, monitors, and develops related criteria for review.
Assists the Service Chief and Administrative Officer to identify problems related to the Director's Performance Standards, quality improvement, infection control, and recruitment and retention issues affecting the Service.
Develops effective control mechanisms, implements procedures, and provides timely reports of assigned tasks and keeps workload projects and programs up-to-date, manageable, and effective.
Works with the Service Chief and Administrative Officer to help with the development of short-and-long-range plans. Works with various areas of the Service in the planning and implementation of management reviews.
Creates necessary templates and forms for use within the Service. Functions as the Service's ADPAC and works with Service personnel on computer-related issues.
Responsible for the coordination of the Service's quality improvement activities. Organizes and maintains the required documents for the Joint Commission. Formalizes findings in regularly scheduled written reports and maintains timeliness of all quality improvement reports.
Responsible for the training of Service personnel on the use of personal computers and available programs. Assures all Service personnel have completed a documented orientation and training program in compliance with VA, Medical Center, and service policies and goals.
Effectively coordinates all special programs, projects, and assignments as well as assisting supervisors and other Service members in conducting formal training activities.
Maintains information and prepares various recurring and special reports.
Gathers information necessary for management briefings and assists other Service members with specific projects as needed. Develops and maintains a system to assure prompt preparation and submission of all required reports and requested analyses.
Responsible for preparation and compilation of the Service budget which includes tracking of previous years expenditures as well as the proposed expenditures of the upcoming year.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 and for a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-06: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Use of computers, software applications, databases, and automated systems to accomplish work.
Scheduling appointments, coordinating meetings and providing general calendar maintenance.
Processing incoming and outgoing correspondence; providing administrative and clerical support.
GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Experience with guidelines, standards, and requirements of the Joint Commission.
Experience retrieving data from individual records, CPRS, VISTA and other resources.
Experience creating reports, graphs, and charts from data gathered.
Knowledge of the Medical Center organizational structure and the ability to expeditiously coordinate activities with other services.

Physical Requirements: The work is primarily sedentary but does require the ability to move around the office. There may be some walking, standing, bending, and carrying light items. No special physical demands are required to perform the work. Visual acuity and manual dexterity are required. Keen hearing and distinct speech are required.
